UHC Dual Complete Transportation Providers: Who Books Plan Rides and Medicaid Rides in Each State

UHC Dual Complete transportation providers get plan trips from the vendor on each plan's 2026 sheet: SafeRide Health in most states, MTM Health in Arizona, Hawaii, Idaho, Michigan, Mississippi, and Missouri, Tennessee Carriers in Tennessee, and LCP Transportation in Indiana. The same members' Medicaid rides come through their Medicaid program, which uses a different broker in states such as North Carolina, Nebraska, and Florida.

  • UHC Dual Complete members usually have two ride benefits: a yearly count of plan trips and their Medicaid rides.
  • Each plan names its ride vendor on the last page of its 2026 enrollment guide, and SafeRide Health is on 134 of the 162 sheets.
  • MTM Health books plan trips in Arizona, Hawaii, Idaho, Michigan, Mississippi, and Missouri, Tennessee Carriers in Tennessee, and LCP Transportation in Indiana.

Changes for 2027

UHC Dual Complete is UnitedHealthcare’s Medicare Advantage plan for people with both Medicare and Medicaid, a dual special needs plan. Most members carry two ride benefits at once: a yearly count of plan trips booked through the vendor UnitedHealthcare names for their plan, and their Medicaid rides, booked wherever their state sends them. A company that wants this work joins both networks and bills each trip once, to the broker that sent it. Two ride benefits, sometimes two brokers

The plan trips come from UnitedHealthcare’s routine transportation benefit. The Medicaid trips come from the state’s program or from the member’s Medicaid health plan, and CMS’s FAQs of January 14, 2025 say Medicaid is generally the payer of last resort. CMS’s May 27, 2021 guidance adds that a state paying Medicaid fee-for-service may have members use up their D-SNP trips before Medicaid transportation; see third party liability.

When the member’s Medicaid plan is also UnitedHealthcare Community Plan, the two benefits share one line in some states and split in others:

In the last three states, a company in one network sees only part of a member’s trips. North Carolina’s Medicaid rides moved to MTM under a December 2025 notice, though an older UnitedHealthcare page for North Carolina still names Modivcare; see UnitedHealthcare Community Plan NC transportation. In Texas, the TX-D01P provider FAQ says UnitedHealthcare Community Plan of Texas manages the plan’s Medicare benefits, and a third door is open: the November 21, 2025 notice says Medicaid, CHIP, and D-SNP eligible members may also get transportation as a value-added service. Which vendor books UHC Dual Complete plan trips

Each Dual Complete plan names its ride vendor on the last page of its 2026 enrollment guide, under “Take advantage of your additional plan benefits.” Across the 162 sheets for plans with a ride benefit, the plans inside one state name the same vendor, apart from TX-V007, so the state tells you where to apply:

Florida is the one state with two SafeRide lines. Preferred Dual Complete and MedicareMax Dual Complete plans, sold only in Miami-Dade, Broward, and Palm Beach counties, use 1-888-462-6043. The other Dual Complete plans in Florida, some of them sold in those same counties, use 1-888-583-0187. In Massachusetts, the one 2026 sheet for Senior Care Options MA-Y001 and NHC MA-Y002 says SafeRide provides unlimited trips to medical appointments and pharmacies inside the state, plus up to 10 one-way trips a month to other services. LCP Transportation is an Indianapolis company, at 4310 Guion Road, that has worked with local transportation vendors since 1998; the Indiana guide covers the state’s Medicaid side.

How many trips UHC Dual Complete plans give

CMS’s 2026 plan benefit files list 193 UnitedHealthcare dual eligible special needs plans sold to individuals, and 163 of them file a routine ride benefit. All 163 charge the member $0 in network, cover trips to plan-approved health-related locations, and mark no authorization requirement. Every one lists van service, and 160 also list car or livery service.

Six of the nine no-limit plans serve Miami-Dade, Broward, and Palm Beach counties: Preferred Dual Complete FL-D001, FL-D01P, FL-Y2, and FL-Y3, and MedicareMax Dual Complete FL-D4 and FL-Y6. The other three are VA-Y001 in Virginia, SC-S001 in South Carolina, and Senior Care Options NHC MA-Y002 in Massachusetts. The biggest counts outside them are AZ-Y001 (200 trips, for members in the Arizona Long Term Care System’s elderly and physically disabled program in eight counties, including Maricopa and Pinal), TN-Y001 (120), TN-S001 and TN-Y2 (100 each), and MI-Y1 in 10 Michigan counties, including Wayne and Kalamazoo (84).

A dialysis rider on a three-times-a-week chair schedule uses six one-way trips a week, so TN-S001’s 100 trips last about 17 weeks. Plan the rest of that rider’s year around Medicaid.

No UnitedHealthcare D-SNP in Connecticut, Iowa, Montana, New Jersey, West Virginia, or Wyoming files a ride benefit for 2026, and neither do some plans elsewhere, such as NY-S001, NY-Q001, and NE-V001. Those members ride only on Medicaid. In the PPO plans, the network matters to the rider: the sheets for AR-S001, IN-S002, and NM-Y1 list $0 for routine rides in network and 75% coinsurance out of network.

Why the member’s Medicaid category matters

Plans differ in who may join. NC-D001, AL-D001, and TX-D01P accept members who get only QMB, SLMB, or QI help from Medicaid, alongside full-benefit members. FL-Y3 and OH-S2 take only full Medicaid, QMB+, and SLMB+ members. VA-Y001 and AZ-Y001 take only members with long-term care coverage, and TN-S001 opened 2026 enrollment only to QMB members and people with a 1915(c) waiver.

Members with only QMB, SLMB, or QI help generally have no Medicaid ride benefit, so the plan trips may be the only rides anyone pays for; see dual eligible. Tennessee’s 2026 Dual Complete manual says D-SNP enrollees have limited NEMT coverage through the Medicare side of their benefits, and that UnitedHealthcare Community Plan extends its NEMT benefit to them. Members can also switch plans often: the TX-D01P provider FAQ describes a special election period that lets full-benefit dual members join an integrated D-SNP in any month.

How to get UHC Dual Complete trips

  1. Read the sheet for each Dual Complete plan in your counties. Find the plans on Medicare Plan Finder, open each 2026 enrollment guide, and note the vendor and line on its last page.
  2. Apply to that vendor. Use SafeRide’s NEMT provider page or MTM’s service providers page. In Tennessee, the 2026 Dual Complete manual says Tennessee Carriers handles NEMT network contracting, keeps the rates and network status, and reaches out to companies to sign contracts; members book there 3 days ahead. A company that runs both NEMT and emergency ambulance bills UnitedHealthcare Community Plan directly.   3. Join the Medicaid side as well. In North Carolina, Nebraska, and Florida, UnitedHealthcare Community Plan’s Medicaid rides go through MTM; see MTM Health in North Carolina and UnitedHealthcare’s move to MTM in Florida. In Texas and Virginia, SafeRide books both sides; see SafeRide in Texas.
  4. Ask which benefit each trip uses. Keep the assigning broker’s trip number with the record and bill that broker only. See eligibility verification for checking both cards before the trip.
  5. Watch October. UnitedHealthcare is cutting some Medicare Advantage service areas and plans on January 1, 2027, and mails notices dated October 2, 2026. Affected members who pick no new plan by December 31, 2026 return to Original Medicare on January 1, 2027 and lose the plan trips, though full-benefit members keep their Medicaid rides.

What LCP asks Indiana companies for

LCP’s new vendor credentialing checklist, posted in July 2026, asks for:

  • Your Indiana Health Coverage Programs (IHCP) enrollment letter and provider profile, plus LCP’s signed NEMT agreement
  • An ACORD liability certificate naming LCP Transportation, LLC as additional insured, with 30 days’ notice of cancellation, and workers’ compensation coverage or a clearance certificate
  • A transportation authority certificate, certificate of convenience and necessity, or taxi license
  • Registration and proof of insurance for each vehicle, and self-inspections documented on video
  • For every driver and employee: E-Verify, an OIG and SAM exclusion check, and HIPAA, fraud, waste, and abuse, and code of conduct training
  • For owners and drivers: a national criminal background check, a 10-panel drug screen, and a motor vehicle report, each less than 6 months old, a sex offender registry check, and a copy of the license
  • First aid and CPR for every driver, the CTAA PASS course for every employee, and wheelchair securement training for drivers
  • A W-9, direct deposit form, vendor profile sheet, and disclosure of ownership

PPO plans such as AR-S001, IN-S002, and NM-Y1 list 75% coinsurance for rides out of network, so the vendor's network is what keeps the ride free for the member.
