MTM Health in North Carolina: UnitedHealthcare and Carolina Complete Health Rides (2027)

MTM Health arranges North Carolina Medicaid rides for UnitedHealthcare Community Plan, since January 1, 2026, and for Carolina Complete Health, since April 1, 2026, the day WellCare merged into it. To get those trips, register in NCTracks first, because MTM voids applications from companies that are not registered. Then apply online and finish MTM's interview, contract, credentialing, and training.

MTM Health’s first North Carolina Medicaid health plan was WellCare of North Carolina, which moved its rides to MTM from One Call on May 1, 2022. In 2026 it took two more plans from Modivcare: UnitedHealthcare Community Plan on January 1, and Carolina Complete Health on April 1, the day WellCare folded into Carolina Complete Health. MTM now serves two of the state’s four Standard Plans. Modivcare in North Carolina covers the other two, the foster care plan, and all Tailored Plans. The merger made Carolina Complete Health one statewide plan. NC Medicaid’s merger page says WellCare members moved into it automatically, so MTM’s Carolina Complete Health riders can live in any county. NC Medicaid’s vendor list for the merged plan names Medical Transportation Management, Inc. for NEMT.

Both MTM plans are Standard Plans, and that matters for short-notice work. The state’s managed care policy lets a Standard Plan send a trip booked less than two days ahead to a rideshare company first. Carolina Complete Health tells members that MTM may call a rideshare company for short-notice trips, or when a driver cancels at the last minute. So a trip your driver drops late may go to a rideshare car instead of back to you.

If you drove these members for Modivcare

The riders moved with their plans. UnitedHealthcare members have booked with MTM since January 1, 2026, and Carolina Complete Health members since April 1, 2026, so their trips reach only companies in MTM’s network. UnitedHealthcare’s December 22, 2025 notice said MTM was already available to schedule member trips before the switch date.

If you still hold only a Modivcare agreement, do three things:

  1. Keep the Modivcare agreement. It still brings AmeriHealth Caritas, Healthy Blue, Tailored Plan, and foster care plan riders.
  2. Apply to MTM with your NCTracks enrollment active.
  3. Ask your regular riders to confirm their recurring trips with MTM. Carolina Complete Health members can set up subscription trips, such as dialysis, up to three months ahead. See standing orders.

State policy protects the second contract. Plans and their brokers may not put exclusivity or non-compete terms in a transportation contract, or stop you from working for another plan. See what to do when a broker changes.

How to join MTM in North Carolina

  1. Register in NCTracks. North Carolina’s policy makes every NEMT company in a health plan’s network enroll as a Medicaid provider. MTM’s application and Carolina Complete Health’s provider page, updated April 29, 2026, both say North Carolina applications without NCTracks registration are voided. Van companies use taxonomy code 343900000X, and the fee and site visit are in the North Carolina guide.
  2. Send MTM’s online application from mtm-inc.net/driverswanted. It asks for your primary state, EIN, NPI, Medicaid ID, a contact person, the counties you serve, your vehicle count by type, and your insurance carriers and limits.
  3. Pass MTM’s checkpoints. After the application come an interview, contracting, credentialing, training, and your first trip. MTM also requires yearly fraud, waste, and abuse and HIPAA training for every employee, and its system stops assigning trips when a credential lapses. See broker credentialing.

Ask MTM for its North Carolina insurance limits in writing before you buy a policy, since its limits differ from state to state, as our MTM Health page shows. State policy points plans to $1.5 million in liability for for-hire vehicles with up to 15 seats, driver included. Drivers must meet the state floor: at least 18, no more than two chargeable accidents or moving violations in three years, and no suspension or revocation in five.

With only five minutes at the door, have your driver call the rider on arrival. Carolina Complete Health also says a member who harms a driver gets a written notice about the behavior, and the member’s rides can be suspended.

How MTM pays in North Carolina

Your MTM agreement sets your rate. North Carolina keeps no state fee schedule for NEMT: NC Medicaid’s October 30, 2025 bulletin puts NEMT with the services that have none.

MTM bills the plan as the billing provider, and you are the rendering provider. The state has each leg reported as its own encounter, with the time your driver reached the pickup, left it, and reached the drop-off, so capture all three on every trip log. The policy says that if a plan agrees to pay for no-shows or waiting time, those charges are invoiced apart from ride charges. MTM’s provider pages in other states, such as Missouri, say it does not pay for no-shows, so confirm the North Carolina terms before you sign.

The 2025 rate cut came before MTM took over UnitedHealthcare and Carolina Complete Health. NC Medicaid said on October 30, 2025 that it intended to hold plan NEMT pay to 97% of the September 30 rates from October 1, then announced the reversal on December 10. UnitedHealthcare and Carolina Complete Health trips from that period were Modivcare trips, so ask Modivcare about any correction. WellCare trips from that period were MTM’s. Yes, and most companies that want every plan need both. NC Medicaid's managed care NEMT policy bars plans and their brokers from putting exclusivity or non-compete terms in a transportation contract, or stopping you from working for another plan. MTM covers UnitedHealthcare and Carolina Complete Health, and Modivcare covers the rest.

Does MTM handle Healthy Blue, AmeriHealth Caritas, or the Tailored Plans?

No. As of September 30, 2026, Modivcare arranges rides for AmeriHealth Caritas, Healthy Blue, Healthy Blue Care Together, and the Alliance, Trillium, Vaya Health, and Partners Tailored Plans. NC Medicaid Direct members get rides from their county Department of Social Services instead of a broker.

Who arranges rides for former WellCare members?

MTM does. WellCare of North Carolina merged into Carolina Complete Health on April 1, 2026, and its members moved into the merged plan automatically. MTM had driven WellCare members since May 1, 2022, and it now arranges rides for all Carolina Complete Health members at 1-844-784-8931.
