Greene County, Pennsylvania MATP: The County Transportation Department and Where Outside Companies Fit

Greene County, in the far southwest corner of Pennsylvania, keeps Medicaid rides in house. The county’s Transportation Department answers the phone, plans the day, and puts its own drivers behind the wheel of its own vans. For a ride company, that changes the question. Here you are not bidding to run the program. You are looking for the trips a small county fleet cannot reach.

Who runs MATP in Greene County

Pennsylvania pays for Medicaid rides through each county’s Medical Assistance Transportation Program (MATP), and only Philadelphia uses a broker. The Pennsylvania guide covers Public Utility Commission (PUC) authority, insurance, and driver clearances.

The state’s June 25, 2026 broker study sorts counties by how they run MATP, and it puts Greene among eight “county sole service provider” programs. The label means the county itself is the transportation provider and county staff log their MATP hours in a time study so the state can claim the administrative cost. Next door, Fayette County runs the same way.

The department is small and local. As of September 2026 its contact page lists an administrator, a program specialist who also supervises drivers, two customer service representatives, and seven van drivers. It works from the Greene County Transportation Building at 190 Jefferson Road in Waynesburg, and every vehicle is wheelchair accessible. Funding comes from the commissioners, the Department of Aging, the Department of Human Services (DHS), and PennDOT’s shared ride program.

The fleet by the numbers

PennDOT’s report for fiscal 2024-25 (July 2024 to June 2025) profiles the department’s shared ride service:

MATP is about 38% of the work, nearly tied with the senior program. The report counts 35,954 residents across 576 square miles, so nine vehicles cover a lot of road.

The money behind the county vans

Every MATP and transit dollar passes through the Board of Commissioners, and their 2026 minutes show the amounts:

On March 5, 2026 the commissioners also approved selling two 2021 Ford E450 transportation buses at auction, one with engine failure at 105,141 miles and one with rear end and brake problems at 139,088 miles. On September 3, 2026 they approved the MATP report for the fourth quarter of fiscal 2025-26.

How Greene County MATP rides work

A rider with a Medical Access card calls the department, which mails or hands over a registration packet. MATP pays the full fare to covered care, including therapy, dental visits, the pharmacy, and medical equipment suppliers. Riders who own a car can ask for mileage repayment instead.

The county’s own rules set what riders expect:

• Booking. First come, first served, by noon the day before, and by noon Friday for a Monday ride. Trips can be booked two weeks out, and the county suggests four to five days ahead.
• Pickup time. Riders call between 2 and 3:30 p.m. the day before for an approximate time. The van can come 15 to 20 minutes early or late and still count as on time. See pickup windows.
• Ride length. In most cases no one rides more than an hour, though trips can run longer with other riders aboard.
• Help. Drivers give door to door help on request, secure wheelchairs, and arm assist walking riders, but they never enter a home. Oversize wheelchairs and scooters ride when there is room.
• Stops. A pharmacy stop after an appointment must be booked with the trip.
• Escorts. An escort rides free with a doctor’s verification, arranged ahead.
• Cancellations. At least two hours before the trip, or it counts as a no-show.

The county raised shared ride fares on January 1, 2026, its first change since June 2015. A trip under 2 miles now carries a $17 full fare, and a $1 fee applies to passenger assistants for senior and disability riders. The county says the increase does not affect MATP riders.

Out-of-county medical days

Outside the county, vans run only on set days, for medical appointments between 10 a.m. and 2 p.m.:

Where an outside company fits

1. Get your PUC authority. Any paid ride that starts and ends in Pennsylvania needs it. A run to Morgantown or Blacksville crosses into West Virginia, so read when a NEMT company needs a DOT number before you take one.
2. Call the department first. Ask at 724-627-6778 whether it ever places trips with outside carriers when its vans are full, and what it would require.
3. Serve the hours the vans do not run. Nothing runs before 6 a.m., after 6 p.m., on weekends, or the same day, so an early dialysis chair or a Saturday hospital discharge falls to someone else. See dialysis transportation and same-day trips.
4. Cover the out-of-county gaps. A Friday appointment in Pittsburgh, a 3 p.m. visit in Uniontown, or a Thursday trip to Morgantown falls outside the county schedule. Long rides from a rural county carry their own math, covered in the rural NEMT guide.
5. Take the trips MATP leaves out. The state program excludes stretcher service, so those requests go to the rider’s health plan. Greene sits in the HealthChoices Southwest zone with five physical health plans, including Highmark Wholecare and UPMC for You.
6. Follow the commissioners. Allocations, PennDOT grants, and vehicle sales go through their meetings, which run on Thursdays about twice a month.

The county to the north buys its rides a different way. In Washington County, Freedom Transit owns the vans and pays private contractors to drive them, so outside companies there compete for operations contracts.
