Senior Whole Health is Molina's Senior Care Options plan in Massachusetts, and Modivcare manages its rides, as it does for Molina One Care. Members book on Modivcare's Senior Whole Health line, 1-844-544-1391, not through MassHealth's PT-1 brokers. Both plans cover nine counties, including Suffolk (Boston), Worcester, and Hampden (Springfield), so a ride company reaches these members by joining Modivcare's network.

Senior Whole Health, LLC is the Molina company behind two kinds of MassHealth plans that combine Medicare and Medicaid in one card. Its Senior Care Options (SCO) contract with Medicare has run since August 1, 2004, and in 2026 it holds two SCO plans: Senior Whole Health SCO and Senior Whole Health SCO NHC. On January 1, 2026, it added Molina One Care under a second contract. CMS lists all three as fully integrated dual special needs plans, and in September 2026 they had 10,477 members: 2,584 in SCO, 7,769 in SCO NHC, and 124 in Molina One Care. Molina’s Senior Whole Health of New York plans are separate, and the Molina Medicare page covers them.
SCO is for people 65 and older with MassHealth Standard and Medicare Parts A and B. One Care is for people 21 to 64 with a disability, Medicare, and MassHealth Standard or CommonHealth. Who books Senior Whole Health rides
MassHealth tells One Care, SCO, and PACE members to contact their plan directly for any transportation need. PT-1 rides through MART and GATRA serve MassHealth Standard, CommonHealth, and CarePlus members outside those plans. So a Senior Whole Health member’s ride does not come through PT-1.
MassHealth’s plan lists name the company that manages each plan’s rides. The Senior Care Options list, last updated March 24, 2026, names Modivcare for Senior Whole Health SCO, and the One Care list, updated January 14, 2026, names Modivcare for Molina One Care. The list changed in 2026
The first version of the 2026 SCO list, published October 1, 2025, named Coordinated Transportation Solutions (CTS) as Senior Whole Health’s transportation benefit manager and Modivcare for UnitedHealthcare’s SCO plan. The March 24, 2026 update names Modivcare for Senior Whole Health and SafeRide for UnitedHealthcare. If you signed up with CTS expecting Senior Whole Health trips, confirm with Modivcare before you plan around them. Why the Medicare filings show no ride benefit
CMS’s plan benefit files for 2026 and 2027 show no Part C transportation benefit for any of the three plans. That does not mean no rides. SCO and One Care plans deliver MassHealth benefits inside the same plan, and MassHealth’s rule that these members ride through their plan is what sends the trips to Modivcare. The Molina Medicare page covers Molina’s Medicare plans in other states, many of which do file a ride benefit with Medicare.
The 80 non-medical trips
The two SCO plans add a second kind of ride. Their CMS filings for 2026 and for 2027 (the 2027 files are dated September 30, 2026) list transportation for non-medical needs as a special supplemental benefit for the chronically ill, with these terms:
- 80 one-way trips a year, the same in both years.
- Only to plan-approved locations.
- Authorization required.
- Every mode filed: taxi, rideshare, bus or subway, van, and medical transport, plus “other transportation,” which the filing defines as wheelchair lift-equipped vehicles and stretcher vans.
Only members who meet the chronic illness criteria get this benefit, and only to places the plan approves. Molina One Care files no such benefit for 2026 or 2027.
Where the trips are
Both SCO plans and Molina One Care serve the same nine counties: Bristol, Essex, Hampden, Hampshire, Middlesex, Norfolk, Plymouth, Suffolk, and Worcester. That takes in Boston, Worcester, and Springfield, but not Cape Cod, the Islands, or Berkshire and Franklin counties, so a company that drives only there will not see these members.
Modivcare carries rides for more than this one company in Massachusetts. The One Care list of January 14, 2026 also named Modivcare for UnitedHealthcare Connected, though UnitedHealthcare’s SCO plan moved to SafeRide on the March 2026 SCO list, so check the current list. How a ride company gets Senior Whole Health trips
Massachusetts has no single NEMT license; the Massachusetts guide covers the vehicle plates, local licenses, and driver checks a company needs first. After that, the plan’s trips come only through Modivcare.
- Fill out Modivcare’s Become a Transportation Provider form on its transportation provider page. The Modivcare guide walks through the form.
- Prepare for its checks. As of October 2026, Modivcare asks drivers for a wheelchair transport training certificate, first aid and CPR, defensive driving, a drug screen, a motor vehicle report, and a background check. Vehicles need current registration, any required inspection, and insurance. Companies carry general liability, sexual abuse and molestation coverage, auto liability, and workers’ compensation where the state requires it.
- Say where and what you run. Name the counties among the nine that you cover, and whether you have wheelchair or stretcher vans, since the SCO filings count both as modes.
- Keep your other contracts separate. MART and GATRA handle PT-1 rides for other MassHealth members, and CTS handles plans such as Commonwealth Care Alliance. A company can hold all of them at once.
A rider can move between these systems. Since January 1, 2026, every SCO member must have Medicare Parts A and B and MassHealth Standard, and members with MassHealth Standard but no Medicare Parts A and B moved to fee-for-service, where their rides go through PT-1.
