Modivcare in South Carolina: Regions, Requirements, and the Rebid (2027)

Modivcare arranges Healthy Connections Medicaid rides in all 46 South Carolina counties, split into three regions, from an operations office in Greenville, as of September 30, 2026. Modivcare, formerly LogistiCare, is the only Medicaid ride broker in South Carolina. It books Healthy Connections Medicaid trips in all 46 counties and gives each one to a transportation company in its network. In its July 11, 2026 protest letter, Modivcare says it has been the state’s broker since 2007. Modivcare’s three South Carolina regions

SCDHHS splits the state into three regions, and Modivcare runs all of them. A member calls the reservation line for the county they live in, and calls the Ride Assist line, also known as Where’s My Ride, when a ride is more than 15 minutes late.

The company counts come from the state’s bid data, posted June 26, 2026. Region 1 has the fewest: 23 companies for its 12 counties, against 49 for the 16 counties of Region 3. Before you choose where to base your vans, ask the network team which of your counties are short.

Modivcare has named short counties in public before. In an April 25, 2022 letter backing one company’s application in Public Service Commission docket 2022-88-T, its South Carolina office wrote that there was a definite public need for transportation providers in Berkeley, Charleston, Darlington, Dillon, Florence, Georgetown, Horry, Marion, and Sumter counties.

Who rides and how far

The same bid data describe the riders. In state fiscal year 2025, July 2024 through June 2025, 51,944 members took paid rides. The state counts one claim for each leg of a trip, and the average paid leg ran 17.2 miles. Fee-for-service members averaged 59 legs each over the year. Members in health plans averaged 19 legs, at 22.3 miles a leg.

Health plan members book through Modivcare like everyone else. Humana Healthy Horizons in South Carolina, for example, tells its Medicaid members to book non-emergency rides with Modivcare and covers ambulance trips itself.

Some riders get bus passes instead of a van. For SFY 2025 the bid data list 4,358 CARTA 31-day passes in Charleston, 530 Greenlink 30-day passes in Greenville, and 306 Pee Dee Regional Transportation Authority 30-day passes in Florence.

How to join Modivcare in South Carolina

You contract with Modivcare, not with SCDHHS. The state plan makes the broker responsible for recruiting and contracting transportation companies, checking that they follow the contract, and paying them. Work through it in this order:

  1. Get your Class C Non-Emergency certificate. The Public Service Commission approves it and the Office of Regulatory Staff issues it. The filing, inspection, and fees are in the South Carolina guide. In docket 2022-88-T, Modivcare backed an applicant whose delayed certificate, it wrote, had forced it to bring in companies from other parts of the state. If your application stalls, ask the network team whether it will write a letter for you.
  2. Contact the South Carolina network team. Email SCNetwork@modivcare.com or call 866-910-7684, the contacts SCDHHS gave in its June 21, 2022 bulletin. Send the Become a Transportation Provider form on modivcare.com too. Name your counties by region, your wheelchair and ambulatory vehicle counts, and your hours.
  3. Get your drivers, vehicles, and insurance credentialed. Modivcare’s checklist and the Office of Regulatory Staff driver file rules are both in the state guide, and broker credentialing shows how to keep them current. Expect checks on the road as well: Modivcare’s South Carolina facility page says a Field Operations Manager and field monitors watch transportation in the field.
  4. Sign the agreement and save the Provider Assist line. A 2023 Modivcare presentation posted by SCDHHS lists it as 866-910-7690, next to the administrative line.

Adult day care centers

Since July 1, 2022, Healthy Connections rides to an adult day health care center have gone through Modivcare, including the short trips within 15 miles that centers used to give themselves. SCDHHS’s June 21, 2022 bulletin lets a center contract with Modivcare to keep driving its own members. How Modivcare trips run in South Carolina

Facilities book on their own line, 866-420-6231, or in the TripCare portal, and fax trip and standing order forms to a line for each region. The standing order form still posted, revised January 2012, carries the LogistiCare name and asks for the member’s level of service, escort or car seat needs, and the treatment’s procedure codes. Your company can complain about riders too. Under Modivcare’s South Carolina rider rights and responsibilities, revised November 2021, a transportation provider may file a complaint about pickup times, waiting, safety, or a passenger’s conduct. After a third valid complaint about one rider, Modivcare may require an escort, move the rider to public transit, or switch them to gas reimbursement. If complaints continue, it may bring in SCDHHS, the rider’s doctors, or a caregiver.

HealthSpring’s own February 26, 2026 notice moved its Medicare Advantage rides from Modivcare to MTM Health on March 1, 2026, with booked and recurring trips after that date going to MTM. What Modivcare pays in South Carolina

Your rate is whatever your Modivcare agreement says. SCDHHS’s fee schedule page lists an ambulance schedule but none for broker trips. The draft contract for the next broker keeps that model: the broker may negotiate each company’s rate, is not bound to a state rate schedule, must disclose the rate in the provider agreement, and may pay under any arrangement both sides accept, including a sub-capitation.

So price your ask from your own costs, using the state’s mileage figures for SFY 2025: 17.2 miles on an average paid leg, 16.0 for fee-for-service members, and 22.3 for health plan members.

What the rebid means if you drive for Modivcare

South Carolina is choosing its next broker under Solicitation 5400029919: proposals are due December 3, 2026, the award is set to post March 1, 2027, and the contract is estimated to run March 11, 2027 to March 10, 2032. The history, including the voided 2025 award to MTM Health and the draft pay and tracking terms, is in South Carolina’s broker rebid.

Until a new contract starts, Modivcare keeps booking every region. On August 5, 2026, the Chief Procurement Officer denied Modivcare’s protest that it should get the contract without a new bid. The Procurement Review Panel’s pending cases list, updated September 23, 2026, includes two cases named for ModivCare Solutions, LLC, Nos. 2026-3 and 2026-6, so check the Panel’s public notices before you plan around the dates.

Four terms in the draft contract posted June 26, 2026 bear directly on a company driving for Modivcare today:

  • Your riders may follow you. The new broker must, to the extent possible and appropriate, let members keep their preferred transportation provider from the previous contract.
  • Agreements run at least a year. Every transportation provider agreement must be signed, carry an effective date, and run at least 12 months.
  • A South Carolina office. The new broker must keep a physical office in the state, open 8 a.m. to 6 p.m. Monday to Friday, for members, transportation providers, and SCDHHS.
  • Other terms for some providers. The broker must be able to give atypical providers, such as adult day care centers, agreements with certain flexibilities. It must also accept a transit provider’s Federal Transit Administration Section 5307, 5310, or 5311 certification in place of the contract’s vehicle and driver credentialing rules.
