York County MATP: How rabbittransit Runs the Rides and Where Your Company Fits

York County does not run its own Medical Assistance Transportation Program (MATP). It chose to let the Department of Human Services (DHS) manage the program, and DHS pays rabbittransit, the Susquehanna Regional Transportation Authority (SRTA), under a direct agreement. rabbittransit takes the applications, books every ride, and buys part of the driving from other companies. For a York NEMT company, that makes rabbittransit the only door to MATP work.

Who runs MATP in York County

MATP pays for rides to Medical Assistance services when a member has no other way to get there, and outside Philadelphia a county or a transit agency runs it. The Pennsylvania guide covers the statewide rules, Public Utility Commission licensing, and driver clearances.

DHS’s broker study of June 25, 2026 puts York among the 13 counties in its direct agreement group. DHS holds two such agreements, one with rabbittransit and one with the South Central Transit Authority, awarded without a bid and capped at five years each. DHS justified them by the agencies’ existing service, the lack of other qualified MATP providers, and little prospect of savings from a bid. rabbittransit’s current agreement, number 4100094418, names York and 10 other counties, so the county government is not a party to York’s MATP.

What the state pays for York County rides

DHS pays rabbittransit, and rabbittransit pays its carriers. Each agreement sets one all-inclusive fee per completed trip, the same in every county it covers. DHS makes no other payment for a trip except Senior Shared Ride copays, which it pays separately from a monthly report. The fees in each agreement:

Agreement 4100094418, which began October 1, 2022, set an estimated maximum of $34,000,000, and the renewal notice of July 15, 2025 adds $23,680,766 for October 2025 to September 2027. An amendment fully signed September 10, 2026 adds Dauphin and Cambria counties to the same agreement. Any subcontract rate comes out of the per-trip fee. PennDOT’s report for fiscal year 2024-25 (July 2024 to June 2025) counts 172,959 MATP trips among the 742,841 shared ride trips rabbittransit gave in its 11 shared ride counties, York among them.

York County sends its own senior transportation money the same way. On September 3, 2025, the commissioners approved the Area Agency on Aging’s service agreements for July 1, 2025 to June 30, 2026, including $148,674 to rabbittransit for transportation. The agency and the Pennsylvania Lottery subsidize shared rides for older residents, who pay a fixed share of each trip, so senior and MATP riders both travel through rabbittransit’s shared ride service.

Riders are told a shared ride may drop them off up to an hour before an appointment and pick them up up to an hour after. Under a DHS waiver in effect since July 26, 2025, which names York, a vehicle may arrive any time in the scheduled pickup window and waits at least five minutes. rabbittransit also tells riders that subcontractors drive some trips in a taxi, minivan, van, or bus that may carry the provider’s own company name, and that every vehicle is ADA accessible.

How a NEMT company gets York County MATP work

1. Get your PUC authority and driver clearances first. No paid trip can run before the Public Utility Commission certificate arrives, which takes three months or longer, and every driver needs the three MATP clearances. The Pennsylvania guide walks through both.
2. Expect the checks in rabbittransit’s state agreement. It must collect proof of each subcontracted driver’s child abuse and criminal history clearances at hire, and confirm that no provider or driver is excluded from federal or state health programs. Each driver needs a valid license, and your company needs a way to catch state drug law violations and report each driver’s driving history. rabbittransit also records who owns or controls your company and matches your claims to authorized trips.
3. Watch rabbittransit’s bids. It runs its solicitations, questions, and addenda through PennBid, and its Requests for Proposals page gives info@rabbittransit.org for RFP requests.
4. Study the last award before you bid. rabbittransit issued a paratransit subcontractor RFP on April 16, 2026 and received two proposals. On July 23, 2026 its board awarded the contract to Easton Coach Company, which scored highest and bid lowest. The contractor drives SRTA-owned cutaway vehicles for a fixed base fee plus an hourly fee: $4,097,088 for two years, up to $10,746,804 with three option years. Easton Coach also provides the Red Rose Access rides in Lancaster County.
5. Ask about smaller work. Write to rabbittransit and ask whether it adds taxi or minivan carriers outside formal bids, and which York towns are short of vehicles. See subcontracting NEMT trips for what to get in writing.
6. Serve the health plans for trips MATP does not cover. Stretcher and non-emergency ambulance rides go to the rider’s HealthChoices plan. York is in the Lehigh/Capital zone, where UPMC for You’s rule that providers arrange wheelchair van and ambulance trips through UPMC Medical Transportation does not apply.

rabbittransit took over Dauphin County’s MATP on July 1, 2026, from a county program that paid private carriers directly, and the September 2026 amendment moves Dauphin into the same state agreement as York. Across the Susquehanna, Lancaster County’s program runs through Red Rose Access under the South Central Transit Authority. Farther west, Cambria County works through CamTran, which books and drives most trips with its own contracted carriers.
