Modivcare in Arkansas: Region G Rides in Pulaski, Faulkner, and Lonoke Counties (2027)

Overview

Modivcare has been the Arkansas Medicaid ride broker for Region G since January 2, 2026: Pulaski, Faulkner, and Lonoke counties, around Little Rock and Conway. Members book at 888-833-4135. To drive its trips, get ArDOT passenger authority and $1,000,000 of insurance per vehicle, then apply on Modivcare's provider form. DHS put Region G out to bid again in June 2026 for a contract it expects to start January 1, 2027.

Modivcare Solutions took over Arkansas’s Medicaid rides in Region G on January 2, 2026, after Verida had run the region since 2019. Arkansas splits its Non-Emergency Transportation (NET) program into seven regions with one broker each, and the Department of Human Services (DHS) pays each broker a set amount per member per month. Which Arkansas riders Modivcare drives

Modivcare’s Arkansas contract is one region: Pulaski County around Little Rock, Faulkner County around Conway, and Lonoke County to the east. A member belongs to Region G when they live in one of those counties, wherever the appointment is. A ride to a doctor outside the region needs a referral the member’s doctor sends to Modivcare.

Pulaski County holds most of the work, and Lonoke County holds the longest runs. These are the figures in DHS’s databook for state fiscal year 2024, July 2023 to June 2024, which counts one trip each time a vehicle goes out and excludes day treatment rides:

Region G has used taxis and buses more than any other region. In the 64,129 Region G trips DHS’s actuary counted for calendar 2023, under the previous broker, 29,160 went in ambulatory vans and cars, 20,397 by taxi, 5,799 as mileage paid to members, 5,666 in wheelchair vans, and 3,107 by bus. That was more than half of Arkansas’s 37,015 taxi trips and every bus trip in the state.

Modivcare’s June 2025 bid named 19 companies it proposed to subcontract with across Arkansas, including two rideshare companies and firms based outside the state, alongside companies based in Little Rock, Conway, Maumelle, and Sherwood. When you apply, ask where Modivcare needs wheelchair vans, Lonoke County coverage, or day treatment routes.

Day treatment rides are the bigger job

Since January 1, 2026, rides to and from Early Intervention Day Treatment (EIDT) and Adult Developmental Day Treatment (ADDT) centers are part of the NET contract. In Region G they outnumber regular rides about four to one. DHS’s day treatment databook counts 189,829 Region G trips in calendar 2024, averaging about 10 miles each, against 45,061 regular NET trips in the year to June 2024. Only Region E had more day treatment trips that year.

Centers book these rides on their own Modivcare line, 866-854-8892, which AFMC announced to Arkansas Medicaid providers for the January 2026 change. A center that drives its own clients can keep billing Medicaid directly, so ask each center whether it runs its own vans before you pitch a route.

What DHS pays Modivcare for Region G

DHS pays Modivcare a capitation rate, a set amount for each NET-eligible member in the region each month, whether or not that member rides. For calendar 2026 the Region G rate is $6.39 per member per month. That is the lowest price DHS allowed in the region’s range of $6.39 to $6.53, and the price Modivcare bid on June 26, 2025. The Region G rate was $2.69 in 2025, and DHS’s actuary puts most of the jump down to adding day treatment rides.

Of the $6.39, $2.64 pays for regular NET rides and $3.75 for day treatment rides. DHS’s actuary projected 1,664,215 member months for 2026, so the year’s payments come to about $10.6 million.

The regular-ride part was built from $1.82 of projected ride costs per member per month, $0.88 for the broker’s administration, and $0.08 of margin, less 5 percent for the utilization management savings the brokers certified in their 2025 bids. DHS also set a floor. If Modivcare spends less than $1.73 per member per month on regular rides, which is 95 percent of the projected ride cost, it pays the shortfall back to DHS. Over DHS’s projected member months, that floor comes to about $2.9 million a year for regular rides. DHS said on July 2, 2026 that the risk-sharing corridor in the rates applies only to the day treatment part.

How to join Modivcare in Region G

  1. Finish the state steps first. ArDOT intrastate authority, a business license, and $1,000,000 of liability on each vehicle with DHS as an additional insured come with every Arkansas region. The state guide has the steps, fees, and hearing.
  2. Apply on Modivcare’s form. It sits on Modivcare’s Become a Transportation Provider page. Name the Region G counties you can cover and say plainly if you run wheelchair vans or can take a day treatment route.
  3. Credential every driver and attendant. Modivcare’s Arkansas facility page says each one needs a current license and a clean driving record, a negative drug test, a criminal background check, and checks of Arkansas’s Adult and Child Maltreatment Registries, which its compliance department reviews against the state’s standards. Once approved, drivers certify in defensive driving, first aid and CPR, and passenger assistance, through courses Modivcare offers from the National Safety Council, the American Heart Association, and the Community Transportation Association of America.
  4. Pass the first inspection. The DHS contract has Modivcare inspect each vehicle before it signs with you and again at least every 30 days. Its Arkansas facility page describes the first one as a 45-point inspection by a Modivcare field monitor, after which the vehicle carries a Modivcare window decal. Walk through the vehicle inspection checklist, including the camera and child alarm, the day before.
  5. Sign, then wait about a month. Your agreement follows a model DHS approved in advance, and Modivcare must send it to DHS or its NET monitor at least 30 calendar days before you begin. It also mails your completed Contract and Grant Disclosure form to DHS within 10 days of signing, and your drivers go on the roster it files with the monitor.

How Modivcare runs Region G trips day to day

Modivcare’s Arkansas facility page, updated April 7, 2026, sets out how it handles trips that clinics and members arrange:

  • Will-call returns. Members usually get your business card at pickup and call your company when they are ready. If no one answers or you run late, they call Where’s My Ride at 866-854-8855, and Modivcare sends a company that picks them up within 60 minutes. See managing will-call trips.
  • Confirming pickups. Modivcare expects your company to call each member a day ahead, say who you are, and give the pickup time.
  • On time. Drop members off on time or early, but no more than 30 minutes early. A pickup counts as on time from 15 minutes before to 15 minutes after the set time, and the driver waits up to 15 minutes.
  • Hospital discharges. A doctor, nurse, or social worker calls them in at any hour, and once a trip is assigned, the ride usually arrives within three hours.
  • Cancellations. Members cancel at least two hours before pickup.
  • Children. Riders under 13 need a parent or attendant along. A rider 13 or older may ride alone if an adult at the destination signs the trip log.
  • Standing orders. For a member who rides three or more days a week for three months or longer, such as for dialysis, the clinic faxes the standing order form to the Facility Department at 866-854-8882, and Modivcare calls the clinic every three months to keep it going. See NEMT standing orders.
  • Requested companies. A member may ask for a particular company, and Modivcare tries to send it but makes no promise, so clinics that like your service help you.

Parts of that same page still name the numbered regions Arkansas replaced in 2018 and a 48-hour notice rule. DHS has required members to book at least 72 hours ahead, not counting weekends and holidays, since January 1, 2026. Get any rule that shapes your schedule from Modivcare in writing.

Region G is out for bid for 2027

DHS posted Invitation for Bid 710-26-069 for Region G alone on June 19, 2026. Bids were due July 7, the opening was set for July 8 by video, and the schedule aimed to announce an intended award around July 24. The contract runs one year, with an anticipated start of January 1, 2027, and can be renewed for up to six more years. As of October 2026, DHS had posted no anticipated award, and its NET page still lists Modivcare.

Bidders compete on a discount of 0 to 5 percent off the calendar 2027 rate DHS’s actuary has yet to publish, not on a dollar price. The bid sheet shows $7.54 per member per month as a reference, and DHS explained on July 2, 2026 that $7.54 is the statewide average weighted by member months, not Region G’s rate.

What the rebid can mean for you:

  • A new broker. DHS posts its anticipated award for 14 days before signing, and the award can be protested. A new broker must take reservations 10 business days before its start date, and it credentials and inspects your company again. Keep the broker transition checklist handy.
  • A broker that fails. If a broker defaults, DHS can cancel the contract and give it to itself or an agent. The contract says the terms, conditions, and rates already set stay in effect until they are renegotiated with DHS or whoever takes over.
