DC Keeps MTM Health on Fee-for-Service Medicaid Rides Through December 31, 2026 While a Protest Is Decided
MTM Health keeps brokering DC Medicaid fee-for-service rides through December 31, 2026, while its protest of the Verida award is decided. What to do now.

MTM Health is still the broker for the District of Columbia’s Medicaid fee-for-service rides. On September 16, 2026, the Mayor sent the DC Council a sole-source extension, Modification M024 to Contract CW89317, that keeps MTM in place from October 1 through December 31, 2026, at an estimated $6,051,195. The Council’s records show the extension, filed as CA26-1002, was deemed approved on September 27, 2026. Verida did not take over on October 1.
Why MTM is still the broker
The District chose Verida, Inc. as its next broker for fee-for-service and IDD waiver members. The Council deemed Verida’s contract, CW135340, approved on July 6, 2026, and the District signed it on July 7. Its term is October 1, 2026 through September 30, 2027, for up to $34,010,636.
On August 5, 2026, MTM filed protest P-1231 with the DC Contract Appeals Board, challenging how the proposals were evaluated. On August 6, the District issued a stop-work order on Verida’s contract. In its September 16 filing, the District told the Council it did not expect a decision from the Board for at least two months. It also said MTM is the only contractor that has completed the District’s required readiness assessment and received its approval. As of October 1, 2026, the Board’s public docket for P-1231 shows no decision.
This is the second sole-source extension of MTM’s contract in 2026. An earlier one ran from April 10 through September 30, 2026, for an estimated $12,787,595.12. MTM has run the District’s fee-for-service rides since 2012.
What the extension pays
The District pays MTM a fixed monthly capitation rate for each member, the same rates as in the April to September extension:
- Fee-for-service members. $24.72 a month each, for an estimated 35,000 members.
- IDD waiver members. $767.91 a month each, for an estimated 1,500 members.
The filing sets no per-trip rate for transportation companies. Your pay comes from your agreement with MTM. Verida’s contract prices the same two groups at $38.87 and $446.87 a month, as the Verida in DC page explains.
Who it affects
The extension covers fee-for-service and IDD waiver members only. About 220,000 DC Medicaid members are in managed care plans, which arrange their rides, according to Verida’s contract.
If you drive for MTM in DC, your trips, standing orders, and billing stay with MTM through December 31, 2026, when the extension ends. MTM arranges these rides across the Washington area: the District, Montgomery and Prince George’s counties in Maryland, and Fairfax County, Arlington County, and the City of Alexandria in Virginia. Members still book with MTM at 1-866-796-0601, three business days before the appointment.
If you applied to Verida for this work, the stop-work order holds it for now. Verida may not run trips until its readiness testing is 100 percent complete and the District finds it ready.
What DC NEMT providers should do now
- Keep running and billing MTM trips. Keep your MTM credentials, WMATC authority, vehicle records, and insurance current through the end of the year.
- Finish your MTM training. MTM’s DC page says each provider gets its own training assignments in an online training portal, with its own login. Your MTM vendor account manager can help if you do not have yours.
- Have your Verida file ready. Verida’s contract requires every company in its network to keep a WMATC certificate of insurance and to name Verida as a secondary insured with at least $1.5 million in general liability. Verida must hold an orientation for its network companies 30 days before its operations start, so a ready application saves time if the stop-work order is lifted.
- Watch for the decision. Check CA26-1002 and CA26-0885 on the Council’s legislation site, and search the Contract Appeals Board’s docket for case P-1231. Watch for any further extension past December 31, 2026.
