Blue Cross and Blue Shield of Texas and of Illinois Move Medicaid Rides to MTM Health on October 1, 2026

Blue Cross and Blue Shield of Texas and of Illinois move Medicaid rides from Modivcare to MTM Health on October 1, 2026. What ride companies should do now.

On October 1, 2026, Blue Cross and Blue Shield of Texas (BCBSTX) and Blue Cross and Blue Shield of Illinois (BCBSIL) move non-emergency medical transportation for their Medicaid members from Modivcare to MTM Health. Both plans are divisions of Health Care Service Corporation. BCBSIL told providers on June 26, 2026, BCBSTX followed on June 29, 2026, and both posted reminders on August 26, 2026. From October 1, a ride company needs an MTM agreement to carry these members.

What changes on October 1, 2026

The four notices give the same instructions:

  • Members ask MTM for rides on or after October 1 by calling 877-831-3148, by creating an account on MTM’s website, or in the MTM Link Member app.
  • MTM carries out recurring trips and trips already booked for after October 1. Members do not need to do anything.
  • Changes to a ride after October 1 go to MTM.
  • Each plan said it would send eligible members a letter on how to reach MTM.

The Texas notice of June 29 calls MTM the sole NEMT provider for the plan’s Medicaid members, and BCBSIL’s July 2026 provider newsletter uses the same words for Illinois. The notices cover Medicaid members only.

In Illinois, 877-831-3148 is the reservation and ride assist line for Blue Cross Community Health Plans (BCCHP) on the state’s October 2026 subcontractor list, which names MTM, Inc. as the plan’s ride vendor. In Texas, the plan’s STAR member handbook effective September 2026 lists MTM at 1-866-824-1565 (TTY 711). On October 1, the Texas Health and Human Services Commission (HHSC) list of plan ride vendors still showed BCBSTX with ModivCare at that same number. When a Texas rider or clinic asks which number to call, point them to the plan’s letter.

Who it affects

  • Companies that drove these members for Modivcare. Their trips, including standing rides such as dialysis, now come only through MTM. A company credentialed only with Modivcare stops getting those trips on October 1.
  • Texas companies that work only with Modivcare. On HHSC’s October 1 list, BCBSTX was the only plan shown with ModivCare. Every other plan on it uses MTM or SafeRide, so after this move no plan on that list uses Modivcare.
  • Illinois companies with a Modivcare agreement. Keep it. The October 2026 subcontractor list still names ModivCare for Aetna Better Health of Illinois and CountyCare.
  • Companies already in MTM’s network. Ask whether your agreement covers these plans’ members in your counties.

What MTM pays

None of the four notices sets a rate. MTM’s Texas provider page says it sets rates with each provider individually, and it does not pay for member no-shows. Get the rate for each plan in writing and compare it with what Modivcare paid you for the same trips.

What to do now

  1. Apply to MTM Health if you are not in its network in your state. Its onboarding runs from application to interview, contracting, credentialing, training, and a first trip. MTM’s system will not assign trips to a provider whose credentials are not current.
  2. Learn how MTM sends trips. In Texas, MTM sends trip assignments through the MTM Link Provider Portal. Ask your representative how trip offers work for these plans in your counties.
  3. Ask for your standing riders. Ask MTM which of the recurring trips you ran for Modivcare it will assign to you, and check that list against your own schedule.
  4. Close out Modivcare. Bill trips you ran through September 30, 2026 to Modivcare under your agreement, settle open invoices, and download your trip and payment records.
  5. Tell your regular riders and facilities. Riders now book with MTM by phone, on its website, or in the MTM Link Member app.
