How to Become a Transdev Health Solutions Transportation Provider in 2027

Transdev Health Solutions is the NEMT division of Transdev North America, the transit company based in Lombard, Illinois. For health plans and state programs, it takes ride requests, schedules and dispatches trips, credentials transportation companies, handles complaints, and pays claims. Transdev does not drive the rides in these programs. Its Oregon manual describes a network of licensed and insured subcontracted transportation companies, and those companies may not hand the work to another subcontractor.

You may know it by an older name. IntelliRide was a Transdev company that ran rides in Hawaii and Colorado, and First Transit, which Transdev bought in 2023, ran programs in Oregon and Illinois. All of them now use the Transdev name.

Where Transdev Health Solutions works now

As of September 2026, Transdev’s NEMT site lists four programs it serves. Colorado was a fifth until June 30, 2026.

How to join Transdev in Hawaii

Transdev is the broker for AlohaCare members across the islands, and it seeks every mode: wheelchair vans, vans, sedans, taxis, and transit agencies on Kauai, Oahu, Molokai, Lanai, Maui, and Hawaii Island. The steps, as of September 2026:

1. Enroll with Med-QUEST. Transdev requires a valid Medicaid provider ID from the Department of Human Services Med-QUEST Division. New providers enroll through HOKU, Med-QUEST’s online system, or by email to HCSBInquiries@dhs.hawaii.gov.
2. Get a PUC docket. You need an approved docket filed with the Hawaii Public Utilities Commission. Taxi companies follow county rules instead.
3. Send Transdev’s interest form. It is linked on the Hawaii join page. Transdev follows up within three business days to go over driver and vehicle credentialing. Missing Med-QUEST or PUC paperwork delays you.
4. Complete credentialing. Sign Transdev’s credentialing request form and software license agreement. Transdev sets up your account on its online credentialing site, trains you on it, and then you upload your driver and vehicle files. Transdev sends a credentialing approval letter. Keep it.
5. Book a vehicle inspection. Transdev’s Hawaii network team inspects every vehicle before it gets trips, whatever the age of its current inspection, and at least once a year after that.
6. Sign the contract. You sign Transdev’s provider agreement and a business associate agreement, then send a W-9 and a sample of the invoice you will bill with. After signing, Transdev also sends a “Know Your Counterpart” form and a fraud, waste, and abuse letter to complete before the contract goes to its legal team.

Driver requirements in Hawaii

Every driver on your roster needs current proof of each item on Transdev’s driver checklist:

In the past 3 years, no preventable major accidents, no more than two preventable accidents, and no serious violations such as reckless driving.
Background	Criminal background check, plus Hawaii and national sex offender registry checks
Drug test	10-panel screen, repeated every year
Medical exam	An exam of the driver’s health and ability to drive, showing the date, what was checked, and the licensed doctor
Training	PASS from the Community Transportation Association of America, with an in-person wheelchair securement course; CPR and first aid; defensive driving; civil rights training every year; a signed HIPAA agreement

Vehicle and insurance requirements in Hawaii

For each vehicle, send the registration, insurance ID card, and a DOT or PUC safety inspection. Taxis show a county inspection instead. Transdev’s vehicle checklist also requires:

• A 2.5-pound fire extinguisher, first aid kit, biohazard kit, three reflective triangles, seatbelt cutter, flashlight, two seatbelt extensions, spare fuses, a running board, and a wheelchair harness.
• A real-time link, phone, or two-way radio (pagers do not count), and a GPS device or a current map.
• Child safety seats as state law requires.
• Signs inside for no smoking, no eating or drinking except water, and seatbelts for all riders, plus your company name, vehicle number, and Transdev’s toll-free and local numbers.
• No words on the vehicle that suggest riders are going for medical care. Your business name may not suggest it either.

How Transdev sends trips and pays in Hawaii

Trips arrive through Transdev’s provider portal and the tablet your drivers use. If a member is not out within the 15-minute window, report the no-show to Transdev from the tablet before you leave. Get the member’s electronic signature at pickup and close the trip on the tablet, which starts the claim. Report any accident or incident right away on Transdev’s incident forms.

Transdev pays for loaded miles only. Your mileage rate cannot exceed Med-QUEST’s maximum allowable rate, and every other rate is negotiated in the contract. For reference, Med-QUEST’s fee-for-service schedule as of June 1, 2026 lists these maximums:

How to join Transdev in Oregon

In Oregon, Transdev manages WellRide, the ride program for Yamhill Community Care (Yamhill CCO) members. It is contracted with coordinated care organizations, so rules come from both the CCO and Transdev. The steps:

1. Send the initial application from Transdev’s Oregon join page. Transdev replies within a week.
2. Complete the full review if you are asked to continue. You send compliance forms, staff files, and fleet files, and the review team answers within two weeks of receiving everything.
3. Sign the paperwork: the provider service agreement with its lobbying certification, a signed agreement to protect member information from every owner and every employee who sees it, a business associate agreement, an ownership and control form (redone every year), a Medicare Advantage program form, a fraud, waste, and abuse form (redone every year), a yearly training attestation, a form and a signed letter on company letterhead confirming that restraints and seclusion are prohibited, a vendor form, a W-9, and a direct deposit form if you want electronic payment.
4. Pass the vehicle inspection Transdev arranges before your first trip.

What Transdev’s Oregon files require

These come from Transdev’s Oregon provider information FAQ of January 19, 2024, its staff and fleet checklists, and its Oregon provider manual of January 2024, all linked from the Oregon pages as of September 2026:

Only trips in vehicles on your approved fleet roster get paid, and every roster vehicle must be on your insurance schedule.
Records	Keep maintenance, inspection, driver, and duty records for 5 years

The provider manual lists lower liability amounts than the FAQ ($500,000 for one person and $1,000,000 for two or more in any one accident) and also names the CCOs as additional insureds, so confirm the current limits with Transdev in writing. A drug and alcohol policy and written maintenance guidelines are part of the file.

How WellRide trips and pay work

Transdev assigns trips up to four days ahead through its online provider system. To turn a trip down, call Transdev dispatch to return it. If you accept a trip and fail to do it without notice and a valid reason, you lose the payment and may be removed from the program. Transdev approves every trip in advance. It does not pay for rides a member books with you directly, for stops not on the order, or for a higher level of service than it approved.

Timeliness rules in the manual:

• A member should not wait more than 15 minutes for a pickup at home.
• A timed return comes no more than 30 minutes after the set time.
• Drivers need not wait more than 10 minutes past the pickup time once they have tried to reach the member through Transdev.
• A will-call return is picked up within 45 minutes of the call.

Report any accident with a member on board within 2 hours by phone, then send Transdev’s incident report. Billing is processed weekly, and providers will likely be paid weekly, though Transdev’s policy only requires monthly payment.

Ride to Care in the Portland area

Health Share of Oregon’s Ride to Care program covers Clackamas, Multnomah, and Washington counties. Transdev schedules future trips and runs the main call center, but Ride Connection manages the network of transportation providers and their credentialing. So start with Ride to Care’s transportation provider page and Ride Connection rather than Transdev. As of September 2026, Ride to Care works with about 60 contracted transportation providers.

Ride to Care drivers need a valid Oregon or Washington license, a satisfactory driving record and background check reviewed every year, and defensive driving, passenger assistance, first aid, CPR, and bloodborne pathogen training. Vehicles need registration, an ASE inspection by a certified mechanic, and proof of insurance. Pickups inside the city of Portland also need city permits for drivers, vehicles, and the company. Illinois: Transdev approves trips, HFS pays

Illinois Medicaid members in a HealthChoice Illinois plan book rides through their plan. Members outside a plan are fee-for-service, and the Illinois Department of Healthcare and Family Services (HFS) contracts with Transdev to run the Non-Emergency Transportation Services Prior Authorization Program (NETSPAP). Transdev reviews each request against HFS rules and, when asked, gives members a random selection of enrolled providers in their area. It does not schedule rides, enroll providers, or pay claims.

The rules below come from the HFS transportation handbook issued March 11, 2024:

Late requests	Transdev takes post-authorization requests within 30 calendar days of the trip. After that, only HFS can grant one, for listed exceptions.
Billing	Wait for the approval notice, bill HFS, and make the claim match the approval or it rejects
Claim deadline	HFS must receive the claim within 180 days of the date of service
Eligibility	An approval does not guarantee payment. Check the member’s eligibility on the day of the trip.

Sign up for PassPORT, Transdev’s free web portal, with your 12-digit Medicaid provider ID to submit single and standing requests and see each decision. Since January 1, 2022, non-emergency ground ambulance trips for managed care members also need Transdev’s approval. Medicar and service car providers must also certify every three years that drivers and attendants finished safety training, under 89 Ill. Adm. Code 140.490(f). What changed in Colorado in 2026

Until June 30, 2026, Transdev brokered Health First Colorado rides in Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, Jefferson, Larimer, and Weld counties. Members in the other counties have booked directly with local providers since August 1, 2021. Effective July 1, 2026, the state moved the nine metro counties to MediDrive, which also took over mileage reimbursement in all 64 counties.
