Pike County sits in Pennsylvania's northeast corner, where the Delaware River meets New York and New Jersey. It has no hospital and no urgent care center inside its borders, so a Medicaid ride to either means a drive out of the county. Here the provider is the Pike County Transportation Department in Milford. The same office runs four programs: shared ride for residents 65 and older, MATP for Medical Assistance members of any age, a program for people with disabilities aged 18 to 64, and a general public service called Pike County Connect. PennDOT lists no fixed-route bus agency in Pike, only the department's shared ride.

PennDOT's report for fiscal 2024-25 (July 2024 to June 2025) profiles the service:

MATP is about 23% of the work, and seniors are well over half. Using 2020 Census figures, the report counts 58,535 residents over 545 square miles, and 23.5% of them are 65 or older.

The county's proposed 2026 budget shows the scale in dollars. It plans on $248,000 in MATP revenue, up from $200,000 budgeted for 2025, and $558,981 in driver wages. The June 3, 2026 salary board agenda listed $15.00 an hour for two new part-time drivers working under 1,000 hours a year. PennDOT's Section 5310 tables also credit the department with six vehicles and $723,879 in grants from 2020 through 2024.

## Out-of-county medical runs

Because the county has no hospital, hospital care means an out-of-county trip, and those trips run on set days. The welcome packet lists these windows and says pickups are generally between 10 a.m. and noon:

MATP's one-hour rule normally keeps drop-off and pickup within an hour of the appointment. The Department of Human Services granted Pike an indefinite waiver of that one-hour rule for grouped out-of-county MATP trips, effective February 16, 2024. A rider on one of those runs can be dropped off up to 2.5 hours before the appointment and picked up up to 2.5 hours after it ends.

Other rules follow the county's welcome packet. MATP trips are booked up to six months ahead and by noon the business day before. ### The same-day pilot

Pike is one of the transit providers in PennDOT's Phase 2 shared ride pilot. Registered MATP, senior, and disability riders can call 570-296-3434 on weekdays by noon or two hours before the pickup they want, whichever comes first, and ride when a cancellation or open seat fits.
