TransNet started in 1980 serving seniors and people with disabilities "through exclusive relationships with existing Montgomery County taxicab companies." ## TransNet's carriers

TransNet's MATP policies tell riders to cancel with "the transportation company providing service" at least 2 hours before pickup, and they list nine cancellation numbers across the county. Its shared ride rules make it "the transportation carrier's responsibility to try to group trips as much as possible," so carriers plan the shared routes.

TransNet also polices its carriers:

- **Vehicle checks.** Its Risk Management Director and an independent fleet service company randomly inspect vehicles at each carrier site against TransNet's maintenance schedule. A vehicle with a defect stays off the road until it is repaired.
- **Monthly safety review.** A risk management committee of carriers, drivers, senior and disability agencies, and insurance professionals meets every month to review accidents and decide on remedial training.
- **Driver visits.** Monthly visits to service locations check each driver's passenger assistance, [wheelchair securement](https://nemtguide.com/guides/wheelchair-securement/), and lift operation.

## Driver and vehicle standards

TransNet's driver training page says every new driver gets 20 hours of classroom training and at least 16 hours on the road before starting work. Existing drivers take refresher courses in defensive driving and CPR. Before hire, TransNet obtains a criminal history, FBI fingerprints, a [motor vehicle record](https://nemtguide.com/glossary/motor-vehicle-record/), and child abuse checks, and runs a pre-employment drug test.

After hire, drug and alcohol testing is random, post-accident, and for reasonable suspicion, and 50% of all employees are tested each year. Driving records are updated every year. TransNet's own driver openings ask for drivers at least 25 years old with a valid Pennsylvania license, older than the state's minimum of 21. Ask which of these rules a carrier contract carries.

Its shared ride policies set the vehicle side:

- Seat belts in every vehicle, and seven-point restraints with forward-facing seating in every lift-equipped van.
- A wheelchair lap belt on every rider in a chair, fastened before the chair goes on the lift. TransNet sells them for $12.
- [Curb-to-curb](https://nemtguide.com/glossary/curb-to-curb/) service by default. Approved [door-to-door](https://nemtguide.com/glossary/door-to-door/) help reaches the building entrance: the driver's arm, pushing a wheelchair, and carrying up to four bags within a 20 pound limit, but never lifting the rider.
- Drivers never enter a home or facility, and a rider who cannot be left alone is not left without someone to receive them.

## How Montgomery County MATP trips run

TransNet's 2026 MATP user guide and policies set these rules:

1. **Booking.** Riders call at least one day ahead. For shared rides, TransNet takes bookings up to 14 days out, between 8:00 a.m. and 3:30 p.m.
2. **Pickup window.** From 15 minutes before to 15 minutes after the pickup time. A driver who arrives at the pickup time or later in the window need not wait more than 5 minutes.
3. **One-hour rule.** Drop-off no more than 1 hour before the appointment and pickup no more than 1 hour after it ends, or up to 2.5 hours for long trips.
4. **Out-of-county waiver.** A DHS letter of February 23, 2024 waives the one-hour rule for TransNet's out-of-county grouped trips, effective February 1, 2024 and reviewed yearly, as long as TransNet arranges other transport for riders with verified need.
5. **No-shows.** One no-show within 90 days brings a written warning. A second within 90 days brings a 30-day suspension, with 10 days' notice.
6. **Mode checks.** TransNet may require a Functional Mobility Assessment by a licensed physical or occupational therapist before it picks the rider's mode.

Trips into Philadelphia run on fixed times. As of September 2026, shared rides leave eastern Montgomery County on weekdays at 9:00 and 11:00 a.m. and return at 1:00 and 4:00 p.m. From the Main Line, they leave Monday, Wednesday, and Friday at 10:00 a.m. and return at 4:00 p.m. From the Norristown area, they leave weekdays at 9:15 and 11:15 a.m. and return at 12:30 and 4:30 p.m. Outside the county, TransNet goes only from Montgomery County and back. MATP made up 71,403 of its 181,314 shared-ride trips, about 39%, next to 103,596 senior trips and 6,315 disability program trips. It ran 172 vehicles in peak service, with operating costs of $22.6 million. The average shared-ride fare was $38.94, and the average cost per trip was $50.13.
