# Cambria County Medical Assistance Transportation: How CamTran Books the Rides and Hires Carriers

Cambria County's Medical Assistance Transportation Program (MATP) has two layers. rabbittransit, based in Harrisburg and York, handles the paperwork, while CamTran, the county's own transit authority in Johnstown and Ebensburg, books the rides and drives most of them. CamTran also hands trips to other carriers under contract. For a small NEMT company near Johnstown, that makes CamTran the office to call about work.

## Who runs medical assistance transportation in Cambria County

Cambria County held the grant from the Department of Human Services (DHS) when the program changed hands in 2025, and DHS's June 25, 2026 broker study places it among the 38 county vendor counties. Before April 1, 2025, Community Action Partnership of Cambria County was the administrator. The commissioners then appointed rabbittransit, the Susquehanna Regional Transportation Authority (SRTA), as sole MATP administrator effective April 1, 2025, and rabbittransit brought in CamTran as its transportation partner.

SRTA's board approved the agreement with CamTran on February 27, 2025, for April 1, 2025 to June 30, 2026. Its fact sheet split the work this way:

CamTran tells riders that "numerous transportation providers" are contracted with it and that most earlier service providers were kept in the change. As of September 28, 2026, CamTran's MATP page sends registration and mileage claims to rabbittransit at 1-800-524-2766, and trip bookings to CamTran.

### Who approves carriers now

Both agencies planned a new setup for the year that began July 1, 2026. In November 2025, CamTran's board adopted a revised structure for its Rural Department, with a MATP manager, more customer service staff, and mobility planners, so CamTran could take over the administrative side "hopefully by July 1." rabbittransit's 2026-27 budget, presented in April 2026, sets aside $4,830,302 for the Cambria program, and its May 28, 2026 minutes describe preparing to be Cambria's administrator from July 1. Then an amendment to rabbittransit's direct agreement with DHS, fully signed September 10, 2026, added Cambria and Dauphin counties to it. CamTran still takes the bookings. Before you sign a carrier agreement, ask CamTran and rabbittransit which agency approves subcontracts now.

## How much Cambria MATP work there is

PennDOT's report for fiscal year 2024-25 (July 2024 to June 2025) shows CamTran's first months with MATP:

CamTran's board minutes show the jump. Its shared ride service gave 2,687 trips in March 2025 and more than 10,000 in each of April and May, once purchased transportation for MATP began. ## Where Cambria trips go and the rules drivers follow

The CamTran MATP booklet (April 2025) sets which days riders may travel out of the county:

Appointments must fall between 8 a.m. and 4 p.m. The one-hour rule, which limits waits before and after an appointment, does not apply to the Monday, Wednesday, and Friday counties, which include Allegheny and Centre. Riders book by 2 p.m. the business day before, and by 2 p.m. Friday for Monday trips, and must cancel at least an hour before pickup. A [no-show](https://nemtguide.com/glossary/no-show/) means the vehicle arrived in the window and waited five minutes. CamTran answers rider complaints within one week and logs each one for its Rural Manager. DHS also waived the standard MATP pickup rule for Cambria County trips, effective October 9, 2025, in a letter copied to CamTran and rabbittransit.

## How a NEMT company gets Cambria MATP trips

2. **Call CamTran's procurement specialist.** CamTran issues solicitations as RFPs, invitations for bids, or requests for quotations, and says not every opportunity is posted online. Ask at 814-535-5526, extension 222, or write to the Procurement Department at 502 Maple Avenue, Johnstown.
3. **Ask the Rural Division about carrier work.** Shared ride and MATP run from the CamTran+ office at 1226 N. Center Street, Ebensburg. Ask which parts of the county and which days are short of vehicles, and what insurance CamTran requires of its carriers.
