ACCAP serves riders of any age who live in Armstrong County, hold a valid Pennsylvania Medical Assistance card, and have program codes that MATP verifies. ## How ACCAP assigns rides

## Town and Country Transit's small MATP share

The Mid County Transit Authority, known as Town and Country Transit (TACT), runs three bus lines around Kittanning and Ford City and door to door shared ride for the whole county. PennDOT's fiscal 2024-25 profile (July 2024 to June 2025) shows how little of its work is MATP:

MATP is under 8% of TACT's trips. In [Lawrence County](https://nemtguide.com/states/pennsylvania/lawrence-county/), two counties to the west, the shared ride operator carries MATP for more than a third of its trips. TACT's June 2026 draft transit development plan counts 7 shared ride operators and 3 fixed route operators.

TACT's own rules show why many MATP trips need another carrier:

- **Hours.** Shared ride runs weekdays from 7 a.m. to 4:30 p.m., effective July 1, 2025. The state's MATP list gives Armstrong ride hours of 5 a.m. to 7 p.m. on weekdays and 6 a.m. to noon on Saturdays.
- **Booking.** By 11 a.m. the business day before, up to two weeks ahead, with a 30-minute pickup window.
- **Set runs.** Rural areas ride into Kittanning and Ford City at fixed drop-off and return times. Butler medical trips run Wednesdays, and the Pittsburgh medical corridor runs Tuesdays with a 9:30 a.m. drop-off.
- **No-go areas.** TACT makes no trips to Monroeville, Clarion, or Indiana.
- **Fares.** Zone fares run from $20 for trips under 5 miles to $60 for 40 miles or more, effective July 1, 2025. Many riders qualify for a co-pay of 5%, 10%, or 15% of the fare.
