# Clermont County NET Transportation: CTC Rides, the home52 Contract, and Gas Cards (2027)

Clermont County Job and Family Services sends its in-community NET rides to Clermont Transportation Connection (CTC), the county's own transit service, at $8.41 a bus mile and $7.67 a van mile from February 2026. It also pays home52 Transportation up to $60,000 a year to arrange door-through-door rides for Medicaid adults. A private company gets in through home52's provider network or the health plan brokers.

Clermont County Job and Family Services (CCJFS) in Batavia buys its in-community NET rides from another arm of county government: Clermont Transportation Connection (CTC), the transit service the county commissioners run. A second agreement pays home52 Transportation to arrange door-through-door rides for Medicaid adults, and riders who cannot use CTC may get gas cards. Here is what each one pays and asks for, and where a private ride company fits.

## Who arranges NET rides in Clermont County

Ohio's county job and family services offices run NET under rule 5160-15-10, and Medicaid health plans owe their members other rides, such as wheelchair van trips and trips of 30 miles or more. CCJFS runs the program from its Division of Public Assistance, 2400 Clermont Center Drive, Batavia (south entrance), open 8 a.m. to 4 p.m. at 513-732-7111. For NET, it defines the rider's community as Clermont, Hamilton, and Brown counties. When the care a rider needs is not available there, the rider asks CCJFS how the trip can be covered. Its NET page tells health plan members to call their plan instead when they use a power scooter or a wheelchair that does not fold, must ride seated in a folding wheelchair, must travel 30 miles or more, or want one of the plan's extra rides.

CCJFS uses three kinds of help:

- **CTC rides** for trips inside the community.
- **home52 rides** for Medicaid-eligible adults, under a separate service agreement.
- **Gas cards**, in limited cases, for Medicaid riders who cannot use CTC, paid through a reimbursement process the county sets. Its agreement with Speedway Prepaid Card, approved January 7, 2026, buys up to $30,000 of $10 fuel cards in 2026, about 3,000 cards, shared by NET, TANF, and the food assistance employment and training program.

## CTC: Clermont's in-community NET rides

CTC works from 4003 Filager Road in Batavia, and the Board of Clermont County Commissioners runs it, signing its federal and state transit grants. CCJFS pays it under a yearly memorandum of understanding (MOU) that runs February through January and covers both NET and the county's At-Risk Pregnancy Transportation Program.

The MOU the commissioners approved on February 25, 2026 pays $8.41 a mile for bus trips ($8.33 a mile plus 8 cents a mile for capital cost) and $7.67 a mile for van trips, from February 1, 2026 to January 31, 2027. The year before, from February 2025 to January 2026, it paid $9.12 a mile for bus trips and $8.69 a mile for van trips, the van rate tied to a van bought only for NET riders. Because the MOU is an agreement between two county offices, no private company bids on it.

CTC's rules for NET riders, from its NET page and its brochure revised January 2023:

- **Hours.** Weekdays 6 a.m. to 6 p.m., and Saturdays 6 a.m. to 6 p.m. for Medicaid dialysis only. The scheduling office takes calls 5:30 a.m. to 6:30 p.m. on weekdays at 513-732-7433, option 2.
- **Notice.** Riders may book up to 14 days ahead, first come, first served. As of October 2026, CTC's NET page asks 10 days' notice for every NET trip. Its 2023 brochure asked for that notice only on travel outside Clermont County.
- **New riders.** CTC checks a first-time rider's Medicaid eligibility with CCJFS, which can take up to 72 hours. Until then the rider may travel only inside Clermont County and may have to pay. A rider who moves in from another county must move the Medicaid case to CCJFS first.
- **Where.** Pickups anywhere in Clermont County to any medical destination in the county, with limited service into Hamilton County (the 2023 brochure adds Brown County).
- **On the bus.** The bus may come 15 minutes before or after the scheduled time and waits 5 minutes. Drivers may help riders on and off and with securing a wheelchair, but never enter a home and cannot sign a rider out of a medical facility. A rider going under anesthesia needs a registered adult along, and only portable oxygen packs are allowed, never tanks.
- **No-shows.** Riders cancel at least 2 hours ahead. Three late cancellations count as a no-show, and three no-shows within 30 days suspend a rider for at least 30 days.

Set those limits beside the home52 terms below: two days' notice instead of ten, and a driver who helps the rider through the door.

## home52: Clermont's second ride contract

On July 30, 2025, the commissioners approved a one-year service agreement with H52, LLC, known as home52 Transportation, of 4601 Malsbary Road in Blue Ash. It buys specialized transportation for Medicaid-eligible vulnerable adults going to care that Medicaid NET allows, at the rates in the agreement, up to $60,000. On July 15, 2026, the board approved the next agreement, again up to $60,000, for July 30, 2026 to July 29, 2027. The minutes leave the rates to the agreement itself.

home52 is a nonprofit subsidiary of Council on Aging of Southwestern Ohio, the region's Area Agency on Aging. Its Clermont flyer offers rides to Medicaid-eligible adults 18 and older, scheduled ahead for Monday through Saturday with two days' notice, after home52 confirms eligibility with CCJFS. Riders call its center at 855-546-6352, open 7:30 a.m. to 4:30 p.m. on weekdays, and the flyer warns that vehicle capacity may limit how many requests it can take.

home52 schedules the rides through one coordination center and sends them to contracted ride companies: 16 local companies as of October 2026, eight of them small businesses. It is not accepting new providers for now and offers an interest form instead.

## What home52 asks of a ride company

home52's service specifications and its advanced conditions of participation for ride companies took effect October 1, 2026.

**How you are paid:**

- A unit is one one-way trip, at the rate in your rate schedule, and that rate must cover every cost, including administration, training, and paperwork.
- A companion or assistant rides free when you get advance notice.
- home52 pays by electronic funds transfer, weekly when it can and at least monthly, less a licensing fee of $10 a vehicle each week for its trip system. Billing disputes are due within 5 days of payment.
- No trips are guaranteed. The system assigns each trip by the rider's mobility needs, the nearest suitable vehicle, the appointment time, and cost.

**Vehicles and operations:**

- A vehicle inspection every 12 months by a certified mechanic, the highway patrol, or the state medical transportation board, covering the items on Ohio form ODA0004, plus a daily checklist on form ODA0008.
- Floor-mounted wheelchair restraints for every wheelchair position, home52 signage on each vehicle, and photo ID or uniforms for drivers.
- A drug and alcohol policy with testing under 49 CFR Part 40.
- A device running home52's trip system, with the driver signed in for every trip. A trip logged without it is not paid.
- A registered business in good standing with the Ohio Secretary of State, a physical office with locked record storage, the names of every owner of 5% or more, and 90 days' notice before a sale or merger.

**Drivers:** two years of licensed driving, fewer than six points, a yearly BMV check, a physician's statement of fitness, BCII and FBI checks, first aid and CPR, and PASS or DRIVE passenger assistance training within six months of hire, renewed every three years.

**Service standard:** provider no-shows under 5%, on-time trips over 95% within 10 minutes either way, at least a 15-minute wait for the rider, and hands-on help from inside the home to inside the destination. **Insurance** (home52's October 2023 requirements): general liability of $1,000,000 per occurrence and $2,000,000 a year, auto liability of $1,000,000 per occurrence, $1,000,000 employer's stop-gap coverage, coverage for theft or damage of a rider's property by your staff, and workers' compensation. With six or more vehicles you also need a $1,000,000 umbrella, unless your general liability is $2,000,000 per occurrence and $4,000,000 in all. The carrier must be licensed in Ohio, Council on Aging of Southwestern Ohio and home52 are named as additional insured with 30 days' notice of cancellation, and any subcontractor carries the same limits.

## How a private company gets Clermont County NET work

1. **File home52's interest form,** and build your company to its October 2026 specifications so you are ready when it adds providers.
2. **Carry the plan rides.** License and enroll wheelchair vans and apply to the health plan brokers, as the [Ohio guide](https://nemtguide.com/states/ohio/) explains. Health plan members in Clermont who must stay seated in a wheelchair, or travel 30 miles or more, get those rides from their plan.
3. **Work Hamilton County.** Clermont's NET community includes Hamilton County. 4. **Follow the commissioners.** The CTC memorandum came up in February in 2025 and 2026, and the home52 agreement in July. The board holds regular sessions most Wednesdays, and some Mondays, at 10 a.m., and posts its minutes online.
