# Virginia Moves Fee-for-Service Medicaid Rides from Modivcare to MTM Health on October 1, 2026

Virginia's Department of Medical Assistance Services (DMAS) has a new broker for Cardinal Care fee-for-service (FFS) Medicaid rides. In a bulletin effective September 15, 2026, DMAS says it chose Medical Transportation Management, Inc. (MTM Health) through a competitive procurement. The DMAS FFS ride site now carries a notice that sends trips scheduled October 1, 2026 and after to MTM. Modivcare, which DMAS picked as FFS broker under its old name, LogistiCare, on January 16, 2018, no longer arranges those trips.

## What changed on October 1, 2026

FFS members are Medicaid members not enrolled in a Cardinal Care health plan. For them:

- **Same phone numbers.** Members still book at 866-386-8331 and call Where's My Ride at 866-246-9979. MTM's Virginia page now lists both.
- **A new app.** From October 1, members, guardians, and facilities can schedule, cancel, and track rides in MTM's mobile app.
- **Booking notice.** MTM asks for routine rides at least five business days before the appointment, unless the trip is urgent.
- **Standing orders.** MTM will contact FFS members and facilities with standing orders and review them. That covers dialysis, chemotherapy, wound care, other regular treatments, and rides to Building Independence (BI), Family and Individual Support (FIS), and Community Living (CL) waiver services. Facilities stay responsible for scheduling all standing rides for members in Intellectual and Developmental Disability (IDD) Waiver Day Support programs. MTM books standing orders up to six months at a time.
- **Gas mileage.** Members who were paid for mileage by Modivcare now send their mileage logs to MTM, and MTM pays them.

As of October 1, 2026, the DMAS FFS site's links for online booking and provider manifests still open Modivcare's websites. For most providers, MTM sends trip assignments through its MTM Link Provider Portal and Driver app.

## Who it affects

A company that drove FFS trips for Modivcare needs an MTM agreement to get FFS trips dated October 1 or later. Health plan rides do not change. Humana and Sentara members stay with Modivcare, Anthem members with MTM, Aetna members with MediDrive, and UnitedHealthcare members with SafeRide. A company that wants FFS and Humana or Sentara trips needs both an MTM and a Modivcare agreement.

Waiver rides move too. DMAS's ride contact sheet, updated October 17, 2025, lists the FFS lines for all CL, BI, and FIS waiver services and sends those members to their health plan for medical appointments. The September 15 bulletin also tells IDD waiver members whose medical care is covered by a health plan that their rides to medical appointments do not change. So rides to those waiver services now go through MTM, even for plan members.

## What it pays

MTM sets rates with each provider one by one. It does not pay for no-shows, and it asks you to confirm each ride with the member the day before.

For FFS trips before October 1, the DMAS FFS site's provider FAQ still sends claims to Modivcare's claims center, which pays at the rates in your Modivcare agreement. The center takes the original daily trip logs with a billing invoice form by mail or courier, never by fax or email, at 798 Park Avenue NW, Norton, VA 24273. They must arrive by 5 p.m. Eastern on the due date. Logs due Wednesday, September 30, 2026 are paid in the October 8 check run, and the next due date is Wednesday, October 7, for the October 15 run. The 2026 payment schedule lists weekly due dates through February 24, 2027. The claims line is 866-907-1502.

## What providers should do now

1. **Get an MTM agreement.** MTM lists three phases: application, credentialing, and contracting. A designated representative works with you through each one. Call the provider line at 866-810-8302.
2. **Finish training for every driver.** MTM says all providers and drivers must complete its required training before any FFS trip, with no exceptions. Each driver takes online PASS Basic and uploads the certificate to MTM Link, then attends six hours of in-person Driver Training. MTM's page also says a company with no wheelchair trips does not need the in-person PASS training, so ask MTM which of your drivers must attend. 3. **Update your insurance certificates.** MTM wants full coverage as Virginia requires, with MTM named as certificate holder and additional insured on both policies, plus workers' compensation.
4. **Confirm your standing riders.** MTM will talk with members and guardians about their transportation providers and pickup times.
