# Inland Empire Health Plan Took Its NEMT Trips In-House from Call the Car on May 12, 2026

On May 12, 2026, Inland Empire Health Plan (IEHP) began managing all of its members' non-emergency medical transportation (NEMT) trips itself instead of through Call the Car. IEHP's Transportation Department told providers on May 11, 2026. Call the Car still coordinates IEHP's non-medical transportation (NMT). For wheelchair van, gurney van, and ambulance companies in Riverside and San Bernardino counties, IEHP is now the one arranging those trips.

IEHP Member Services routes NMT calls to Call the Car. NEMT trips with dates of service before May 12 stayed with Call the Car. Trips already booked for May 12 or later moved to IEHP, and IEHP told members that a cancellation notice from Call the Car meant the trip had moved, not ended.

IEHP says it contracts with more than 60 transportation providers and that in most cases a member's transportation provider stays the same. The transportation benefit covers IEHP's Medi-Cal and DualChoice members, but not its IEHP Covered plans. IEHP's September 2026 fact sheet counts 1,323,819 Medi-Cal members and 38,163 DualChoice members, and says IEHP serves more than 90 percent of the region's Medi-Cal managed care market, compared with its commercial counterpart, Molina Healthcare.

## How IEHP got here

IEHP moved all member transportation to Call the Car on February 1, 2023, replacing American Logistics for every line of business and every assigned medical group except Kaiser. That lasted a little over three years. Since May 12, 2026, Call the Car handles only IEHP's car and bus rides. ## Who it affects

- **Wheelchair, gurney, and ambulance companies that ran IEHP trips for Call the Car.** Those trips now come from IEHP. Confirm with IEHP that your company is on its direct transportation network. Settle trips from before May 12 with Call the Car.
- **Car and minivan companies doing NMT.** Nothing moved. IEHP's non-medical rides still come through Call the Car as a subcontractor.
- **Hospitals, nursing homes, and clinics.** They keep booking through IEHP's Provider Portal with a Physician Certification Statement (PCS) on file. Since a June 24, 2026 portal update, hospital and nursing facility requests ask for the appointment type, date, and time, and whether a skilled nursing or long-term care rider needs a wait-and-return trip.

## The rules on IEHP NEMT trips

IEHP's member page (as of September 2026), its PCS form (approved by the state on December 23, 2024), and its October 14, 2025 notice to transportation vendors set these rules:

## How IEHP NEMT trips are billed

IEHP's transportation billing guidelines, posted May 1, 2024, list these codes. Your contract sets what you are paid for each one.

## How to join IEHP's transportation network

IEHP contracts with transportation companies as ancillary providers. Its steps as of September 2026:

1. **Enroll in Medi-Cal.** IEHP requires every network provider to enroll in the Medi-Cal program under All Plan Letter 22-013, and it ends the contract of any provider that fails or declines to enroll. Apply through the state's PAVE portal.
2. **Fill out IEHP's Letter of Interest form** for ancillary and specialty programs (version dated June 4, 2026). Its transportation section asks which Medi-Cal services you are approved for (NMT, NEMT, or both), how many sedans, wheelchair vans, and gurney vans you run, which trip management software you use, and the ZIP codes you serve.
3. **Choose your service areas** on the form: Corona, Temecula, and Hemet; High Desert; Low Desert; Mohave Valley; Palo Verde Valley; Riverside; San Bernardino Proper; and West San Bernardino.
4. **Email the form, a W-9, and proof of Medi-Cal enrollment** or of a submitted Medi-Cal application to jointhenetwork@iehp.org. IEHP says missing documents push back your contract's start date, and a completed form does not guarantee a contract.
5. **Get your local permits.** In unincorporated Riverside County, Ordinance 698 requires a county permit to run a non-emergency medical van service that picks up riders there, with at least $750,000 of public liability insurance, a licensed mechanic's safety inspection within 60 days of applying, and a county taxicab driver's permit for each driver. Applications go to the Clerk of the Board of Supervisors. ## What transportation companies should do now

1. **Confirm your IEHP agreement** if you ran IEHP NEMT for Call the Car. Call IEHP's Transportation team at (951) 374-3441.
2. **Close out Call the Car trips** for dates of service before May 12, 2026.
3. **Keep NMT work with Call the Car.** Its subcontractor application asks for your NPI, Medi-Cal number, permits, counties, and dispatch software.
4. **Check the PCS for each rider** before you run the trip, and note when it expires.
5. **Keep your Medi-Cal enrollment current,** because IEHP ends contracts with providers who are not enrolled.
6. **Update your call sheets.** Members call IEHP for every ride now, and IEHP sends NMT calls on to Call the Car.
