# Healthier Oregon Members Move to Open Card Jan. 1, 2027, and Their Rides Follow

On January 1, 2027, every Healthier Oregon member in a [coordinated care organization](https://nemtguide.com/glossary/coordinated-care-organization/) (CCO) moves to OHP Open Card, the fee-for-service side of the Oregon Health Plan (OHP). In an [April 14, 2026 memo to CCOs](https://www.oregon.gov/oha/HSD/OHP/Announcements/HR1-Changes0426.pdf), the Oregon Health Authority (OHA) says CMS will require Healthier Oregon's billing for emergency services to be separated from CCOs. OHA says the move affects over 100,000 members and roughly doubles the Open Card population. Open Card members book rides with their county's Open Card brokerage, so many of these trips leave CCO ride services that day.

## Who moves, and what members get

Healthier Oregon gives full OHP benefits regardless of immigration status. Members keep the same benefits on Open Card, free rides to covered care included. What changes is who arranges their rides and who pays for them.

- **Newer members too.** About 7,000 refugees, asylees, and some other non-citizens were due to move into Healthier Oregon from other OHP programs on October 1, 2026. Those in CCOs move to Open Card too.
- **An October notice.** OHA's [fall 2026 notice plan](https://www.oregon.gov/oha/HSD/OHP/Documents/Fall-2026-Notices-EN.pdf), updated August 26, 2026, scheduled a first notice for about 100,000 Healthier Oregon members in CCOs in early October.
- **Two December mailings.** One letter comes with a paper Oregon Health ID card. The other is an Open Card welcome packet, planned to include a member ID card.

OHA's [letter to members](https://www.oregon.gov/oha/HSD/OHP/OHPLetters/Open-Card-Notice-EN.pdf) tells them to bring the new card, not the CCO card, after January 1, 2027. For rides, it sends them to their local Open Card ride service.

## Where the rides go on January 1

The [Open Card handbook](https://www.oregon.gov/oha/HSD/OHP/Tools/Open-Card-Handbook-EN.pdf) tells members to call their county's ride company at least two days before an appointment. Oregon's rules have Open Card members use the brokerage in their county (OAR 410-136-3340). For members of most CCOs, that means a different ride service:

| Counties | CCO ride service now | Open Card from Jan. 1 |
|---|---|---|
| Clackamas, Multnomah, Washington | Ride to Care (Health Share), MTM Health (Trillium) | Tri-County MedLink, 866-336-2906 |
| Yamhill | WellRide (Yamhill Community Care) | Tri-County MedLink, 866-336-2906 |
| Marion, Polk | Modivcare (PacificSource) | Marion-Polk MedLink, 877-236-4026 |
| Clatsop, Columbia, Tillamook | NW Rides (Columbia Pacific) | NW MedLink, 833-585-4221 |
| Crook, Deschutes, Jefferson | Modivcare (PacificSource) | Cascades East Transit, 866-385-8680 |
| Hood River, Wasco | Modivcare (PacificSource) | GOBHI Transportation Services, 877-875-4657 |
| Coos, Curry, Douglas, Jackson, Josephine | Bay Cities Brokerage (Advanced Health, Umpqua Health), ReadyRide (AllCare) | TransLink, 888-518-8160 |
| Klamath, Lake | Modivcare (PacificSource, in Klamath), GOBHI (EOCCO, in Lake) | TransLink, 888-518-8160 |

Some trips stay put. [RideSource](https://nemtguide.com/brokers/ridesource/) serves both Trillium and Open Card members in Lane County. The ride service also stays the same for IHN-CCO members in Benton, Lincoln, and Linn (Cascades West Ride Line), EOCCO members outside Lake County ([GOBHI](https://nemtguide.com/brokers/gobhi-transportation/)), and Jackson Care Connect and Cascade Health Alliance members (TransLink). For those riders, OHA pays the brokerage, not the CCO (OAR 410-136-3200), so ask whether your rate for those trips changes.

Trillium members in western Linn and Douglas counties move from RideSource to Cascades West Ride Line or TransLink. Yamhill Community Care members in parts of Washington and Polk counties move from WellRide to Tri-County MedLink or Marion-Polk MedLink.

## What ride companies should do now

1. **Join the Open Card brokerage for your counties.** If you drive for a CCO ride service in a county from the table, an agreement with the Open Card brokerage keeps these riders on your schedule. Each brokerage agrees on a base rate with its ride companies for each type of ride (OAR 410-136-3220), so ask what it pays. The [MedLink](https://nemtguide.com/brokers/transdev-health-solutions/oregon/), [Cascades East Transit](https://nemtguide.com/brokers/cascades-east-transit/), [GOBHI](https://nemtguide.com/brokers/gobhi-transportation/), and [TransLink](https://nemtguide.com/brokers/translink-rvtd/) pages explain how to join.
2. **Ask about standing rides.** Find out how the Open Card brokerage will take dialysis and therapy rides that start in January. Open Card members can book recurring rides up to 90 days ahead (OAR 410-136-3020).
3. **Keep December trips with the CCO.** OHA's letter tells members to use their current CCO for care through the end of 2026.
4. **Give regular riders the right number.** When a rider mentions OHA's Open Card letter, give them their county's Open Card ride number. From January 1, OHP Open Card at 800-562-4620 helps members find providers.

The [Oregon state guide](https://nemtguide.com/states/oregon/) lists every CCO ride service and Open Card brokerage.
