# Blue Cross and Blue Shield of New Mexico Moves Medicaid Rides from Modivcare to MTM Health on November 1, 2026

Blue Cross and Blue Shield of New Mexico (BCBSNM) is changing the company that arranges rides for its Medicaid members. In a provider notice dated July 15, 2026 and updated September 9, 2026, the plan says it moves non-emergency medical transportation from Modivcare to MTM Health effective November 1, 2026. If your company carries BCBSNM Turquoise Care members for Modivcare today, those trips come from MTM from that date, so you need an MTM agreement to keep them.

BCBSNM's member ride page, still written for Modivcare on September 30, 2026, gives the same booking number the notice gives for MTM Health. BCBSNM says it will send letters to eligible members explaining how to reach MTM. Members who need to change a ride after November 1 contact MTM.

The same member page sets today's ride rules. As of September 30, 2026, members book routine and behavioral health rides 3 working days to 2 weeks ahead. A shared ride should add no more than 45 minutes to a member's travel time. Rides to a provider more than 120 miles from home need BCBSNM's special authorization. Watch for changes once MTM takes over.

BCBSNM is one of the four Turquoise Care plans the New Mexico Health Care Authority (HCA) lists, and the notice covers its members only. Presbyterian Health Plan's ride page lists Modivcare as of September 30, 2026, with rides booked at least 48 hours ahead. ## Who it affects

- **Companies in Modivcare's network that drive BCBSNM members.** Those trips stop coming from Modivcare after October 31, 2026. Your Modivcare agreement still matters for other plans, such as Presbyterian.
- **Companies already credentialed with MTM Health elsewhere.** Ask MTM whether your agreement and credential file cover New Mexico, or whether you need a New Mexico agreement.
- **Companies not in either network.** The switch is a chance to apply. MTM says it recruits and credentials providers in each service area it runs.

## What NEMT companies should do before November 1

1. **Apply to MTM Health now.** MTM's onboarding page lists six steps: an application, an interview, a contract, credentialing, training, and a first trip. MTM says its system will not assign trips to a provider whose credentials are not current. 2. **Keep your New Mexico paperwork current.** BCBSNM's April 29, 2026 notice says HCA requires enrollment for Medicaid payment whether or not you are in a plan's network, and enrollment runs through YES.NM.GOV. HCA's Letter of Direction 40 lists certified non-emergency transportation companies among eligible ride providers. Certificates now come from the New Mexico Department of Transportation's Transportation Regulation Bureau. It took over from the Public Regulation Commission on July 1, 2024, kept existing certificates in force, and posts each NEMT company's tariff.
3. **Plan for MTM's training.** MTM requires fraud, waste, and abuse training and HIPAA training for every employee of each provider, every year.
4. **Keep running and billing Modivcare trips through October 31.** Rides before November 1 stay Modivcare rides. Bill them to Modivcare under your agreement, and download your trip and payment records while you still have access.
5. **Ask MTM for your standing orders.** BCBSNM says recurring trips and trips already booked for after November 1 move to MTM. Ask MTM which of the [standing orders](https://nemtguide.com/guides/nemt-standing-orders/) you run today will be assigned to you, and compare the list with your own schedule.
6. **Keep long-trip paperwork.** HCA's Letter of Direction 40 (November 16, 2024) told the Turquoise Care plans that when a member travels more than 120 miles from their home community, the transportation provider must get written verification from the referring or treating provider and keep it with its billing records. Referrals for continued out-of-community care are renewed every 12 months.
