# Massachusetts 7D Vehicle Requirements in 2027: Pupil Plates, Twice-Yearly Inspections, and the 7D Certificate

A Massachusetts 7D vehicle is a passenger vehicle of 10,000 pounds or less, built to seat no more than 10 passengers, that carries no more than 8 passengers plus the driver on school routes. It needs Pupil plates, school bus signs and lamps, set safety equipment, and a 7D inspection twice a year, and every driver needs a yearly 7D certificate from the RMV.

- A 7D vehicle is rated at 10,000 pounds or less and may be built for up to 10 passengers, but the 7D law applies to vehicles carrying no more than 8 passengers plus the driver.
- Every 7D vehicle displays Pupil plates in place of livery plates, and a company registering its first 7D vehicle gets an RMV field visit first.
- A 7D inspection happens in October or November and again in February or March, at $35 each, on top of the $35 yearly state inspection.
- Each driver needs a 7D certificate: age 21, three years licensed, CORI and SORI checks, 2 hours of employer training, and RMV exams. A new one costs $30, renewal is $15, and it lasts one year.
- In February 2026 the Inspector General reported equipment costs of $30,000 to $40,000 per vehicle and found that Pupil plates make most other uses impractical.

Massachusetts districts carry special education students across the state in small vehicles called 7D vehicles, after the section of the motor vehicle law that governs them. ## What counts as a 7D vehicle

The RMV calls it a school pupil transport vehicle. Under RMV rule 540 CMR 7.02, as amended in 2020, it is a passenger vehicle with a gross vehicle weight rating of 10,000 pounds or less and seating for no more than 10 passengers besides the driver. The RMV's own summary puts it as 11 seats at most, driver included.

The load limit is lower than the seat count. M.G.L. chapter 90, section 7D covers vehicles carrying no more than 8 passengers in addition to the operator, and the RMV's 7D manual (January 2023) says a 7D vehicle is required whenever you carry up to 8 pupils on a regular daily route for the school year. More than 8 pupils on that kind of route takes a school bus. The law counts passengers, not only pupils, so ask the RMV before you plan a route with an aide and eight pupils. The same section requires the driver and every passenger to wear a fastened seat belt.

Check the seat count before you buy. The inspector reads it from the manufacturer's specifications and rejects any vehicle built for more than 10 passengers plus the driver, and seats cannot be removed to make one fit (540 CMR 21.02). The temporary waivers a 2020 rule allowed for vans with 11 passenger seats plus the driver expired no later than August 31, 2021, so a van with more than 11 seats in all does not qualify.

## Registering a 7D vehicle: Pupil plates and the RMV visit

Every 7D vehicle displays a Pupil plate. Under 540 CMR 2.05, that holds even when the vehicle would otherwise carry livery, taxi, or commercial plates, so a van you now run on [livery plates](https://nemtguide.com/glossary/livery-vehicle/) is re-registered before it carries pupils. In an emergency, a vehicle with livery, taxi, bus, or commercial plates may stand in for a 7D vehicle for no more than five days in any 12 months.

A company registering its first 7D vehicle emails the RMV a Supplemental Registration Application for 7D School Pupil Transport Vehicle (form VSC135) before it registers. The address is RMVInspection@dot.state.ma.us. The form asks for your federal employer identification number and each vehicle's seats and weight rating. An RMV field investigator then visits to inspect the vehicle and review the pupil transportation operating rules with you. Once approved, you register at the Braintree, Haverhill, Milford, Springfield, or Wilmington service center. Later 7D vehicles skip the visit. After that, the RMV's School Pupil Transport (7D) Program lets you view, renew, replace, and cancel your Pupil registrations online at no charge. You name at least one eServices administrator, and approval of the RMV Community Portal account it runs on can take up to 5 to 7 business days.

Treat a Pupil-plated van as a school van first. The RMV's 7D manual (January 2023) says a 7D vehicle that also runs as a livery when it is not carrying students must be registered for that use, with higher fees. The Inspector General's February 23, 2026 special education transportation study found that neither the law nor RMV rules bar other uses, but the Pupil plate rules out rideshare work, and other uses such as livery service can bring insurance and registration requirements that do not fit. In practice, it found, most other uses are impractical.

## The equipment a 7D vehicle must carry

RMV rule 540 CMR 7.09 sets the 7D vehicle standard, and the 7D inspection checks it item by item (540 CMR 21.03). Beyond working brakes, lights, wipers, mirrors, and the rest of a normal inspection, a 7D vehicle needs:

- **Markings.** Your company name, city or town, and state on both sides, in letters at least 2 inches high with a 3/4-inch brush stroke in a contrasting color. The inspector rejects a vehicle without them.
- **School bus signs and lamps.** School bus signs and alternating flashing red signal lamps that meet the federal lighting standard, with front and rear lamps listed on the RMV's registration form, plus an interior indicator light that tells the driver the school bus lights are on (required since July 1, 2018).
- **A backup alarm.** Audible, and mounted behind the rear axle (required since July 1, 2018).
- **A child reminder system.** Required on model year 2018 and newer vehicles since July 1, 2020: an alarm the driver must turn off at a control in the rearmost seating area before leaving the vehicle.
- **A door warning.** A buzzer or other device that signals when a side or rear door is open.
- **Safety equipment.** A first aid kit, a body fluid cleanup kit, two chock blocks, a seat belt cutter within the driver's reach, three reflective triangles, and a pressurized dry chemical fire extinguisher rated 2A10BC or greater, with a hose and a gauge, mounted in a bracket in the driver's compartment. Wheelchair vehicles also carry a fire or evacuation blanket.
- **Belts and tires.** A seat belt for every permanent seat, and at least 4/32 inch of tread on every tire.
- **An evacuation plan.** Kept in the vehicle, covering each passenger. You review it with your drivers at least twice a year and keep a record of each review: the date, what you covered, and who attended.

Budget for the equipment. Stakeholders told the Inspector General in 2026 that fitting a vehicle runs $30,000 to $40,000, and one said the price of a fully equipped van had grown from $48,000 to $84,000. Of the 32 states the study found regulating these vehicles, only Massachusetts, New York, and Rhode Island require flashing red lamps, backup alarms, and semi-permanent school bus signs together.

## The twice-a-year 7D inspection

Each 7D vehicle passes two 7D inspections a year, one in October or November and one in February or March (540 CMR 21.04). They come on top of the yearly state safety and emissions inspection. The inspector checks that your annual inspection certificate is valid before starting, and rejects the vehicle if it is missing.

Only a licensed inspection station can do a 7D inspection, and only with an inspector the RMV has licensed for 7D work, one of four inspector categories alongside non-commercial, commercial, and motorcycle. The Massachusetts Vehicle Check station locator lists the stations authorized for 7D inspections.

Each inspection ends one of three ways:

- **Pass.** A certificate of inspection and a new 7D sticker.
- **Rejection.** A certificate of rejection for a safety defect such as brakes, tires, belts, the extinguisher, or the required alarms, or for any condition the inspector finds unsafe.
- **Defective equipment card.** For minor items such as a speedometer, heater, or interior light. You fix them at once and return the completed card to the RMV within 7 days to avoid enforcement.

Drivers check the vehicle too. The RMV publishes pre-trip and post-trip inspection forms for 7D operators, and the Inspector General's study notes that 7D drivers inspect their vehicle before each day's trips and report defects to the employer.

## What 7D compliance costs

The RMV's certificate fees are as of June 2026. The Massachusetts Vehicle Check fee table is dated July 1, 2014 and is still posted in October 2026. Equipment, insurance, and wages come on top.

That is $105 a year in inspection fees for each vehicle, plus $15 a year for each certified driver.

## The driver's 7D certificate

Every 7D driver needs a school pupil transport certificate from the RMV. As of June 2026, an applicant must:

1. Be at least 21 and have held a valid Class A, B, C, or D license for 3 continuous years right before applying.
2. Pass CORI (criminal record) and SORI (sex offender registry) checks and have a satisfactory driving record.
3. Finish 2 hours of pre-service training through the employer. The RMV lists approved trainers by county on its training locations page.
4. Pass an eye exam, a physical exam, and a written test. The 7D written test is offered in English, Spanish, Haitian Creole, and Portuguese.
5. Apply online through myRMV. The RMV no longer accepts paper applications.

Drivers with an out-of-state license also send a driving record and a CORI dated within 90 days. With 5 years of driving experience, a letter of suitability from the school district or the Early Education Council under 603 CMR 51.00 can stand in for the out-of-state CORI. A driver issued a standard Class D license after July 1, 2023 shows proof of lawful presence.

Section 8A1/2 bars anyone who is a sex offender under the state registry law, anyone convicted of using, selling, manufacturing, distributing, possessing with intent to distribute, or trafficking a controlled substance, and anyone convicted of operating under the influence in the past five years. A drunk driving case closed through the section 24D alcohol program counts as a conviction for this rule. The registrar must act on an application within 14 days.

The certificate lasts one year. A driver over 70, an insulin-dependent diabetic, or a driver who has had a hypoglycemic episode gets a six-month certificate, and a driver over 70 is also examined by a physician twice a year at their own expense. To renew, the driver again passes the CORI and SORI checks, has a satisfactory driving record, passes the eye and physical exams, and completes 8 hours of in-service training, a rule in place since July 1, 2020. The RMV's renewal page lists no written test.

The district runs its own checks as well. Under M.G.L. chapter 71, section 38R, the superintendent or principal obtains a state criminal record check at least every three years, and a state and national fingerprint check, for anyone who regularly provides school transportation to children. Two exceptions keep routes running. A driver who holds an RMV school bus license under section 8A may drive a 7D vehicle without a 7D certificate. In an emergency, any driver 21 or older with a valid Massachusetts license may drive a 7D vehicle for up to three consecutive school days.

## How to add 7D routes, step by step

1. **Pick the vehicles.** Confirm each one is rated at 10,000 pounds or less and was built for no more than 10 passengers plus the driver.
2. **Fit the equipment and markings.** Install the signs, lamps, indicator, backup alarm, and child reminder system, and stock the safety kit.
3. **Send form VSC135 and host the RMV visit.** This happens once, before your first 7D registration.
4. **Register with Pupil plates** at one of the five service centers, then set up your eServices account.
5. **Pass both inspections.** Get the yearly state inspection and the 7D inspection, and put the next October or November and February or March windows on your calendar.
6. **Certify your drivers.** Run the 2-hour pre-service training, have each driver apply online, and expect the district's fingerprint check.
7. **Write the evacuation plans** and review them with drivers twice a year.
8. **Find the routes.** The Inspector General found that most general education routes go out as sealed bids under the public bidding law, chapter 30B, but districts need not follow it when they buy special education transportation and may collect quotes when a student needs a ride quickly. ## Frequently asked questions

### How many passengers can a 7D vehicle carry in Massachusetts?

Eight passengers plus the driver.
