# Verida in Georgia: Regions, Rules, and How to Join (2027)

Canonical URL: https://nemtguide.com/brokers/verida/georgia/ · Updated 2026-09-30

Verida has arranged Georgia Medicaid rides in all five regions and all 159 counties since April 1, 2026, so a Verida service agreement is the only way into Medicaid NEMT work in the state. Send its Request for Qualifications with a driver list and a vehicle list, then call 877-236-1352 or your region's provider relations manager. Verida adds companies only where a region needs more providers.

- One broker, five regions: each region has its own Verida provider relations manager and member ride line.
- Companies that drove Modivcare trips in the Central, East, and Southwest regions needed a new Verida agreement from April 1, 2026.
- Georgia requires Verida's scheduling system to hold each provider's rates with the other details it uses to assign trips, so ask your manager how assignment works in your region.
- Verida must confirm every standing order every 30 days, and stretcher standing orders need a letter of medical necessity.
- Every complaint gets a call back within 24 hours and a written finding to the state within five business days, and the monthly report to the state names the assigned company.

Verida, Inc., based in Villa Rica, has been the Georgia Department of Community Health's only Medicaid NEMT broker since April 1, 2026. DCH pays it a monthly [capitation](https://nemtguide.com/glossary/capitation/) rate for each eligible member, and Verida books every ride with a company in its network. The state's registration, vehicle, and driver rules are in the [Georgia state guide](https://nemtguide.com/states/georgia/), and Verida's other states and general signup are on the [Verida broker page](https://nemtguide.com/brokers/verida/). This page covers how Verida's Georgia contract works for a small company: the regions, the contacts, trip assignment, standing orders, claims, and complaints.

## Verida's five Georgia regions

Georgia has split its Medicaid rides into five regions since October 1, 1997. Verida now runs all of them, but each region keeps its own provider relations manager and member ride line. As of September 2026:

| Region | Counties | Cities on Verida's 2026 map | Provider relations manager |
|---|---|---|---|
| Atlanta | 3 | Atlanta | Tanisha McClain, taholmes@verida.com |
| North | 34 | Marietta, Rome, Dalton, Gainesville, Toccoa | Jody Boyer, jboyer@verida.com |
| Central | 26 | Macon, Peachtree City, LaGrange, McRae | Lee Matthews, lmatthews@verida.com |
| East | 47 | Savannah, Augusta, Athens, Hinesville, Waycross | Shvonna Hearn, shearn@verida.com |
| Southwest | 49 | Columbus, Albany, Valdosta, Warner Robins, Bainbridge | Dawn Taylor, dataylor@verida.com |

The counties in each region, from Appendix C of the DCH manual (revised April 1, 2026):

- **Atlanta (3):** Fulton, DeKalb, and Gwinnett.
- **North (34):** Banks, Barrow, Bartow, Catoosa, Chattooga, Cherokee, Cobb, Dade, Dawson, Douglas, Fannin, Floyd, Forsyth, Franklin, Gilmer, Gordon, Habersham, Hall, Haralson, Jackson, Lumpkin, Morgan, Murray, Paulding, Pickens, Polk, Rabun, Stephens, Towns, Union, Walker, Walton, White, and Whitfield.
- **Central (26):** Baldwin, Bibb, Bleckley, Butts, Carroll, Clayton, Coweta, Dodge, Fayette, Heard, Henry, Jasper, Jones, Lamar, Laurens, Meriwether, Monroe, Newton, Pike, Putnam, Rockdale, Spalding, Telfair, Troup, Twiggs, and Wilkinson.
- **East (47):** Appling, Bacon, Brantley, Bryan, Bulloch, Burke, Camden, Candler, Charlton, Chatham, Clarke, Columbia, Effingham, Elbert, Emanuel, Evans, Glascock, Glynn, Greene, Hancock, Hart, Jeff Davis, Jefferson, Jenkins, Johnson, Liberty, Lincoln, Long, Madison, McDuffie, McIntosh, Montgomery, Oconee, Oglethorpe, Pierce, Richmond, Screven, Taliaferro, Tattnall, Toombs, Treutlen, Ware, Warren, Washington, Wayne, Wheeler, and Wilkes.
- **Southwest (49):** Atkinson, Baker, Ben Hill, Berrien, Brooks, Calhoun, Chattahoochee, Clay, Clinch, Coffee, Colquitt, Cook, Crawford, Crisp, Decatur, Dooly, Dougherty, Early, Echols, Grady, Harris, Houston, Irwin, Lanier, Lee, Lowndes, Macon, Marion, Miller, Mitchell, Muscogee, Peach, Pulaski, Quitman, Randolph, Schley, Seminole, Stewart, Sumter, Talbot, Taylor, Terrell, Thomas, Tift, Turner, Upson, Webster, Wilcox, and Worth.

A trip belongs to the region where the rider lives, and the broker carries its members into and out of other regions when their care is there. The manual sets the minimum reach at 30 miles in urban areas and 50 in rural ones, or 15 and 30 miles for pharmacies and adult day health. Longer trips go ahead when a health care provider refers the member, or when care is not available closer and a doctor attests to the need. The broker also covers care up to 50 miles past the state line, which takes in Chattanooga, Jacksonville, and Tallahassee. Care farther out of state falls under DCH's Exceptional Transportation Services, which the Division of Family and Children Services arranges outside Verida's contract.

## What changed for companies that drove Modivcare trips

Until April 1, 2026, [Modivcare](https://nemtguide.com/brokers/modivcare/) arranged Medicaid rides in the Central, East, and Southwest regions. That day Verida took over all 122 of their counties, and DCH's FAQ now tells transportation providers to contact Verida to serve its members.

A Modivcare agreement brings no Georgia Medicaid trips after that date. To keep the work, a company needed its own Verida service agreement:

1. **Contact the manager for your region.** Lee Matthews for Central, Shvonna Hearn for East, or Dawn Taylor for Southwest. Ask which counties and levels of service need capacity.
2. **Send the Request for Qualifications.** Choose Georgia in the form, list the counties you serve and how many more trips you can take, and send Verida your driver and vehicle lists with it.
3. **Pass Verida's vehicle inspection.** Verida schedules it once your documents clear, and the manual allows the first inspection no more than 60 days before a vehicle enters service.
4. **Finish driver training and the owner orientation.** Your agreement is signed at the end of the orientation.

Keep your trip logs and close out any Modivcare trips from before April 1, 2026 under that agreement. The [broker transition guide](https://nemtguide.com/guides/nemt-broker-transition/) and [the Georgia news report](https://nemtguide.com/news/georgia-verida-statewide-broker/) cover the rest of the switch.

## Your Georgia service agreement and orientation

DCH approves the model agreement Verida uses, and the manual lists what every Georgia agreement must cover: payment terms, levels of transportation, scheduling, pickup and delivery standards, manifest delivery, driver rules, vehicle rules, backup service, insurance, and appeal and dispute resolution. Read those sections before you sign. They carry the rate and payment dates, which the state leaves to you and Verida.

Verida's Georgia checklist asks for a current business license, proof of liability insurance, driver credentials, criminal background checks for all drivers, current drug screens for all owners and drivers, and a driving record for every driver. Verida must also keep a copy of your Department of Public Safety registration on file. Verida's Georgia page lists general liability of $1 million with a $2 million aggregate, insurers rated A- or better, and auto cover for all owned, hired, and non-owned vehicles. Your regional manager gives the full limits, so get them in writing before you buy a policy. See [NEMT insurance requirements](https://nemtguide.com/guides/nemt-insurance-requirements/).

The owner orientation is where you learn how Georgia trips work. The manual requires it to cover the criteria for trip assignment, after-hours and urgent care scheduling, how to get paid for authorized trips, record keeping, and how complaints and incidents are handled. Verida must also give you its Operational Procedures Manual, which DCH approves and which is updated every year.

After you sign, Verida sends DCH your agreement within five business days and a roster of your drivers and vehicles every quarter. Tell Verida each time you add or remove a driver or a vehicle, and keep each vehicle on the six-month inspection cycle. An essential rural health care provider, a disproportionate share hospital, or a city or county EMS service in a rural area has a right under the manual to join if it takes part in Medicare and Medicaid, holds any license it needs, and accepts the payment terms similar providers get.

## How Verida assigns Georgia trips

Members book on their region's Verida ride line from 7 a.m. to 6 p.m. Eastern on weekdays, or online, at least three business days ahead and up to 30 business days ahead. Urgent trips and hospital discharges run around the clock and must be served within three hours. Verida checks eligibility, picks the level of service, and assigns each trip to the most appropriate provider. It may also hand dispatch to the provider.

Verida's scheduling system must hold a record of each contracted provider, including its rates and the other details used to decide trip assignments. Your rate is part of that record. Ask your manager how assignment works in your region, and keep your counties, hours, and levels of service current with Verida.

Some Georgia trips never reach a transportation company:

- **Public transit.** Verida sends passes to ambulatory members who can use a bus route, but never makes a pregnant member or one traveling with more than two children under 6 take transit.
- **Gas reimbursement.** A friend or relative can drive the member and claim gas money through Verida's program at GAGR@verida.com. Foster parents of Georgia Families 360 children get $0.54 a mile under the July 1, 2026 manual, a rate Verida sets and may change.
- **Rideshare.** Only for ambulatory members who need no physical help, and never for nursing home or adult day health trips.

Riders are told they may bring one bag that fits on their lap, and one adult escort when they need help for a medical reason. The escort is requested at booking and shares the rider's pickup and drop-off. For stretcher riders, Verida is to have a medical necessity certification or letter in place before the third scheduled [stretcher](https://nemtguide.com/glossary/stretcher-van/) trip, or the rider cannot stay at stretcher level. Drivers may not leave a member on the company's stretcher at the doctor's office. When Verida cannot meet the three-hour window for a hospital discharge, it must tell the hospital at once and pay the hospital's transport costs.

## Standing orders and dialysis

Verida's March 2026 facility guide defines a standing order as recurring trips for the same member, to the same provider, for the same treatment, at least one or two days a week. Facilities send them to standingorders@verida.com or through the Special Services Representatives at 866-388-9844, option 4, and can book through Verida's facility portal. Members with standing orders have dedicated representatives.

The state manual adds two rules. Verida must update or confirm each standing order every 30 days from its effective date. Every stretcher standing order must include a letter of medical necessity. At dialysis centers, the center's staff take over once you arrive, and wheelchair service ends at the door. See [dialysis transportation](https://nemtguide.com/guides/dialysis-transportation/). The [NEMT standing orders guide](https://nemtguide.com/guides/nemt-standing-orders/) and the [standing order form](https://nemtguide.com/templates/nemt-standing-order-form/) help you track start dates, changes, and holidays.

## Claims and pay from Verida in Georgia

Verida's secure provider portal at provider.verida.com holds manifests and claims, and help with the portal and provider iPads is at isupport@verida.com. Claims questions go to 678-510-4600, press 2.

Your rate and payment dates are set in your Verida agreement, and without a date there, Verida pays an undisputed invoice within 15 business days. Before it pays, Verida must confirm each trip was authorized and actually given, and it then reports the trip to DCH as an encounter. The [Georgia state guide](https://nemtguide.com/states/georgia/) covers the [no-show](https://nemtguide.com/glossary/no-show/) and insurance rules and the times each trip record needs.

The manual also lists what each driver's daily manifest must show:

| Manifest item | What to record |
|---|---|
| Company and vehicle | Your company name, vehicle number, and the driver's name |
| Rider | Member name, Medicaid number, any escort and their relationship, and any attendant Verida provides |
| Trip | Date of service, pickup point, destination, and appointment time |
| Times | Scheduled pickup, actual arrival and departure at pickup, and return time from drop-off |
| Miles | Odometer readings at pickup and at drop-off |

Use the [daily manifest](https://nemtguide.com/templates/nemt-daily-manifest/) and see [how to bill NEMT brokers](https://nemtguide.com/guides/how-to-bill-nemt-brokers/).

## Complaints, incidents, and removals

Members, facilities, and anyone else can complain to Verida or to the DCH Member Contact Center at 866-211-0950. Verida's quality assurance line is 678-510-4513, and its email is GAQA@verida.com. The manual sets these steps:

1. **Within 24 hours,** Verida calls the person who complained.
2. **Within five business days,** it sends DCH its findings and corrective actions, then writes to the complainant.
3. **Every month,** it reports complaints to DCH by region, with the assigned provider named, and reports its late trips.

Incidents such as injuries, accidents, theft, harassment, or drug or alcohol use go to DCH at once. For an accident with an injury, Verida files a written report with DCH within 10 business days, with a police report. Call Verida the moment one happens, and use an [incident report form](https://nemtguide.com/templates/nemt-incident-report-form/).

Verida may have to pull a driver or a company from service right away while it investigates. Two rider complaints about a vehicle's cleanliness, heat, or air conditioning within five days mean an inspection. If Verida ends your agreement, you have 15 calendar days from the written notice to ask Verida, DCH, or both to review it.

Verida must hold an open meeting with its providers every month, and a quarterly advisory committee in each region that includes a transportation provider. Bring problems there. See [broker rider complaints](https://nemtguide.com/guides/broker-rider-complaints/) and [how to escalate broker problems](https://nemtguide.com/guides/escalate-broker-problems/).

## Verida's DHS Region 1 work

The Georgia Department of Human Services runs a separate Coordinated Transportation system for clients of DHS, the Department of Behavioral Health and Developmental Disabilities, and the Georgia Vocational Rehabilitation Agency. It buys rides by contract in 12 regions, separate from Medicaid NEMT.

Verida is the broker for DHS Region 1, the 15 northwest counties on its DHS map: Bartow, Catoosa, Chattooga, Dade, Fannin, Floyd, Gilmer, Gordon, Haralson, Murray, Paulding, Pickens, Polk, Walker, and Whitfield. Human services agencies approve and order trips through the ETrips system, and most trips run from 6 a.m. to 6 p.m. on weekdays. Companies join as subcontractors through the same Request for Qualifications, at DHSSubcontractors@verida.com.

DHS subcontracts carry their own written insurance minimums. Verida's terms for non-governmental providers, posted September 2025:

| Coverage | Minimum |
|---|---|
| General liability | $1,000,000 per occurrence, $2,000,000 aggregate |
| Auto liability, 15 seats or fewer | $3,000,000 combined single limit |
| Auto liability, more than 15 seats | $5,000,000 combined single limit |
| Umbrella | $2,000,000 |
| Workers' compensation | Georgia statutory limits |
| Insurers | Licensed in Georgia and rated A-, Class VII or better |

Verida and the State of Georgia must be additional insureds on the liability and auto policies, with 10 days' written notice before cancellation.

## What to do first

1. **Find your region** in the county lists above and email its provider relations manager.
2. **Ask three questions:** which counties need providers, which levels of service are short, and which insurance limits apply.
3. **Send the Request for Qualifications** with complete driver and vehicle lists.
4. **Get your inspection ready.** Run the [vehicle inspection checklist](https://nemtguide.com/templates/nemt-vehicle-inspection-checklist/) on each vehicle. Verida inspects each one no more than 60 days before it starts, so add vehicles close to when you will use them.
5. **Read the agreement and the Operational Procedures Manual** before your orientation, and bring questions about trip assignment and payment dates.

## Frequently asked questions

### Is Verida the only Medicaid transportation broker in Georgia?

Yes. Since April 1, 2026, Verida has arranged Georgia Medicaid rides in all five regions: Atlanta, North, Central, East, and Southwest. Modivcare served the Central, East, and Southwest regions until then. PeachCare for Kids members book with the same broker, by the county where they live.

### I drove Modivcare trips in Georgia. Do I need a new contract with Verida?

Yes, if you want Medicaid trips there after April 1, 2026. The Department of Community Health tells transportation providers to contact Verida, and Verida sends every company through its Request for Qualifications. Your provider relations manager is Lee Matthews for Central, Shvonna Hearn for East, and Dawn Taylor for Southwest, as of September 2026.

### How much does Verida pay per trip in Georgia?

Georgia sets no provider rate. The state pays Verida a monthly amount for each eligible member, and Verida negotiates a rate with each company in its service agreement. The state manual adds three protections: undisputed invoices are paid within 15 business days if your agreement names no date, the first leg is paid when a rider fails to board and you arrived on time, and if Verida offers you insurance, it cannot take the premiums out of your payments.

### How do I get standing order dialysis trips from Verida in Georgia?

Verida assigns them. Dialysis centers and other facilities request standing orders by email at standingorders@verida.com or through Verida's Special Services Representatives at 866-388-9844, option 4. A standing order covers recurring trips for the same member to the same provider for the same treatment, at least one or two days a week. Ask your provider relations manager which centers near you need more capacity.

### Does Verida use rideshare for Georgia Medicaid rides?

Only in narrow cases. Georgia's NEMT manual lets the broker use rideshare companies for ambulatory members who need no physical help, with the member's knowledge or consent: as backup when the assigned provider does not show up, when no provider is available, or when the member asks and Verida approves. Rideshare may never carry members to or from nursing homes or adult day health centers.

### What happens to my agreement if Verida loses the Georgia contract?

Georgia's manual requires every service agreement to say that if the broker defaults, the agreement passes to DCH or its agent, with its terms and rates in effect until they are renegotiated or DCH ends it. Verida must also update a turnover plan every year that lists its transportation provider network, and hand DCH or its agent the provider records needed to keep rides running.
