Verida, Inc. has two separate pieces of Medicaid ride work in the District of Columbia. It arranges non-emergency rides for members of Health Services for Children with Special Needs (HSCSN), and it holds contract CW135340 with the Department of Health Care Finance (DHCF) to broker rides for fee-for-service and IDD waiver members. That second contract is on hold. ## Where Verida's DC Medicaid contract stands

DHCF chose Verida to replace [MTM Health](https://nemtguide.com/brokers/mtm-health/), which has run DC's fee-for-service rides since 2012. MTM protested the award, and the District stopped work on Verida's contract the next day. The dates below come from the DC Council's records of the two contracts:

In the extension filing, the District says it expects no decision on the protest for at least two months, and that MTM is the only contractor that has passed DHCF's readiness assessment. Verida's contract separately bars it from running trips until readiness testing is 100 percent complete and DHCF finds it ready. The date rides move depends on both. DHCF pays its broker a fixed monthly [capitation](https://nemtguide.com/glossary/capitation/) payment for each eligible member, and the broker pays you out of it. The two contracts price that payment very differently:

The member counts are the District's own estimates. Neither filing sets a per-trip rate for your company. DC Medicaid's Transportation Billing Manual (June 3, 2026) has transportation providers contract with the broker directly, so your rate is whatever your broker agreement says.

## HSCSN rides Verida arranges now

HSCSN is the District's health plan for CASSIP, the Child and Adolescent Supplemental Security Income Program. It serves children and young people up to age 21 with special health care needs who receive SSI or qualify for it. As of September 2026, HSCSN tells its members to book rides with Verida, and Verida's DC provider page describes its DC network as serving HSCSN members.

These are the rules HSCSN and Verida give members, and they set the shape of your day:

HSCSN covers more than doctor visits. Its ride brochure (May 2021) lists therapy visits, day programs, discharges from the emergency department or inpatient care, caregiver visits to an enrollee in the hospital, and HSCSN events. Recurring appointments become [standing orders](https://nemtguide.com/guides/nemt-standing-orders/) through the member's Care Manager, and the September 2025 enrollee handbook warns that changes made less than 24 hours ahead may not be possible.

Every HSCSN enrollee is under 21, and the enrollee handbook asks that a grown-up ride with any child under 18 and stay through the visit, so plan a seat for that adult. ## How to join Verida's network in DC

Start with WMATC. A paid trip with both ends in WMATC's Metropolitan District needs a WMATC certificate of authority, even a trip from one DC address to another, apart from a few exemptions such as taxicabs. Then, as of September 2026, Verida's DC provider page sets these steps:

1. **Fill out the Request for Qualifications.** Choose "Washington DC" under "Select Your State Here" and send your driver list and vehicle list with it.
2. **Wait for the need review.** Verida checks whether the area where you are located needs another provider. If it does, it calls you for an interview.
3. **Send your documents.** Have six things ready: your business license, proof of liability coverage, each driver's credentials, a current criminal background check and motor vehicle report for each driver, and a current drug screen for each owner and each driver. Verida's DC insurance review checks these items:

- Carriers rated A- or better, with your company's correct name and address.
- General liability with $1 million in sexual abuse and molestation coverage and a $2 million aggregate.
- Auto liability covering all owned, hired, and non-owned vehicles, with every vehicle listed on the policy.
- Verida and HSCSN named as additional insureds on both policies, each primary and non-contributory, with 30 days notice of cancellation or non-renewal.
- Workers' compensation.

Verida tells providers to get the full limits from their provider relations manager, so ask for DC's limits in writing before you buy. ## What the fee-for-service contract asks of providers

If Verida's contract goes ahead, it spells out how Verida builds its fee-for-service network. Verida must:

1. **Recruit providers licensed and certified by WMATC.**
2. **Sign agreements with companies already enrolled as active in DC Medicaid's NEMT program.** The contract lists them in an attachment and calls for Washington-area companies to cover return trips when a member goes outside DC for care. Enroll with DC Medicaid at dcpdms.com, as the billing manual directs.
3. **Choose through a written Transportation Provider Selection Plan** that DHCF approves and that is open to the full pool of active providers. Each company's response covers general requirements, its technical approach, and its price.
4. **Check each company before signing** its Transportation Provider Service Agreement (TPSA): no exclusion from federal or District programs, no fraud conviction or open investigation, and current licenses and background checks.
5. **Hold an orientation** for every company with a TPSA 30 days before operations start. It covers prior authorization, which members are covered, ride modes, scheduling, denials, vehicle and insurance rules, driver conduct, pickup standards, the provider manual, and the reports you send.

The contract adds its own insurance proof: a WMATC certificate of insurance kept valid for the whole TPSA term, a declarations page naming Verida as a secondary insured with at least $1.5 million in general liability, and a certificate of authority showing your insurer is registered with WMATC. Companies with two or more full-time employees also need workers' compensation.

Verida must keep these records on every company in its network, so build your files to match:

IDD waiver riders bring extra rules. The contract's safety section calls for a designated attendant on every IDD waiver ride, either from your company or chosen by the family or caregiver with the support team's approval. Under that same section, every vehicle used to carry eligible riders needs video cameras covering the driver and the passengers, with footage kept for 12 months. Drivers get added training under Department on Disability Services rules, and a DDS Service Coordinator certifies medical necessity. Verida would pay you from its capitation under your TPSA, within 30 business days of an undisputed invoice if the TPSA sets no other terms. It must report to DHCF each month every liquidated damage it charges a provider, with the provider's name, the reason, the date, and the amount. It must also pay quarterly incentives to the providers and drivers with the best performance.

The contract keeps Verida close by. It must run a central business office inside the District, open 8 a.m. to 6 p.m. on weekdays, with at least 70 percent of its customer service staff working there during those hours. It meets with all its transportation providers at least once a quarter at a location in the District. Its DC advisory committee includes a transportation provider, a nursing home, a dialysis center, a hospital, and a member. Its call center must send you trip assignments at least 48 hours ahead when possible, and get a driver to a hospital or nursing home discharge within one hour of the call.

## What to do now

1. **Keep running MTM trips.** MTM's contract now runs through December 31, 2026. MTM's DC program manager, at its 55 M Street SE office, is at 202-263-4644 from 8 a.m. to 6 p.m. on weekdays.
2. **Call Verida's DC provider line** at 866-991-5433, or email the regional director. Ask where HSCSN needs capacity, which car seats and wheelchair types it lacks, and how it will select fee-for-service providers.
3. **Send the Request for Qualifications** with Washington DC selected and complete driver and vehicle lists.
4. **Finish WMATC and DC Medicaid enrollment.** The fee-for-service network draws from companies that hold both.
5. **Add Verida and HSCSN to your policies** as additional insureds, and ask your agent to quote $1.5 million in general liability.
6. **Build your vehicle and driver files** to match the table above, and run the [vehicle inspection checklist](https://nemtguide.com/templates/nemt-vehicle-inspection-checklist/) on each van.
7. **Watch the protest.** Check CA26-1002 and CA26-0885 on the Council's legislation site, and ask DHCF when fee-for-service rides move.
