# MTM Health in Mississippi: MississippiCAN Plan Rides (2027)

MTM Health books non-emergency rides for members of all three MississippiCAN health plans, Magnolia Health, Molina Healthcare, and TrueCare, whose state contracts run from August 12, 2024 to August 11, 2028. It lost fee-for-service rides to Modivcare on June 8, 2024. Transportation companies sign with MTM, and its 2025 application asks for no Mississippi credential before you apply, though the Department of Health permit law still applies.

MTM Health is the ride vendor for all three MississippiCAN health plans, the managed care side of Mississippi Medicaid. Members of Magnolia Health, Molina Healthcare, and TrueCare book their rides through MTM, and MTM sends those trips to the transportation companies in its network. ## Which Mississippi members MTM books rides for

The Division of Medicaid (DOM) contracts with three coordinated care organizations, and each plan hires its own ride vendor. DOM's covered services page lists MTM for all three as of September 2026:

Plan members far outnumber the fee-for-service members who can use rides. The state's PEER Committee counted an average of 412,143 MississippiCAN members a month in fiscal 2024, when the fee-for-service ride program had 141,254 eligible members in April 2024. The plans have changed since: UnitedHealthcare Community Plan ran fiscal 2025 on an emergency contract and is not one of the three plans members can pick in the 2026 open enrollment.

Some riders never reach MTM through a plan. The plan contracts leave out CHIP members, residents of nursing facilities and ICF/IID homes, and hospital-to-hospital ambulance transfers. Family Planning Waiver, QMB, SLMB, QWDI, and QI-1 members are not eligible for rides.

MTM has a long history in the state. It ran the fee-for-service program from July 2014 until Modivcare took over on June 8, 2024, and in 2018 it described a Jackson business office, 48 transportation providers, and about 750 vehicles. The plan work is the part it kept.

## What the plan contracts require of MTM and your company

DOM's contracts with Magnolia Health (8200074450), Molina Healthcare (8200074439), and TrueCare (8200074451) run from August 12, 2024 to August 11, 2028. Amendment 4, effective July 1, 2026, restated each one in full, and DOM's contract page lists it as pending CMS approval. Exhibit E of each contract sets the ride rules, and it opens by requiring every plan to follow Part 201, the same Medicaid rule the fee-for-service program uses.

The plan answers to DOM, so these rules flow down to MTM and to you:

- **Booking and scheduling.** Members call at least three business days ahead. The plan must authorize and schedule 98% of routine requests within three business days and all of them within 10, or it faces damages of up to $10,000 a month for each standard missed.
- **Your notice.** The plan tells you about a trip at least two business days ahead when it can, and one business day at minimum, except for urgent and high-risk trips.
- **High-risk trips.** Mental health, cardiac, pulmonary, chemotherapy or radiation, diabetic complications, dialysis, a parent or caregiver visiting an inpatient critical care unit, high-risk pregnancy, newborn and prenatal visits, transplant care, life-sustaining wound care, and vision-threatening eye injuries get their own handling.
- **Missing paperwork.** If a member's information is not in by the plan's deadline, the ride is denied, except for chemotherapy, dialysis, and high-risk pregnancy, which run as single trips while the standing order is set up. Standing orders are rechecked with the doctor at least every 90 days.
- **Riders on board.** One adult attendant may ride along. A member who is the only caregiver of minor children can bring them, but the plan supplies no car seats, and no child rides without a needed one.
- **Rides home after an emergency.** When a member reaches the hospital by emergency ambulance and can go home in an ambulatory or wheelchair vehicle, the plan arranges that one-way ride, with up to one attendant.

The wait standards are averages per company. Each month, the plan reports average waits for each transportation company: no more than 15 minutes at home, 30 minutes for a scheduled return, 60 minutes for a [will-call](https://nemtguide.com/glossary/will-call-trip/), and three hours after a [hospital discharge](https://nemtguide.com/guides/hospital-discharge-transportation/). Your own averages are what the state sees.

Magnolia's 2025 member handbook adds what members are told to expect from you. Members can book up to two months ahead, and the transportation company calls the member with the pickup time and its phone number. Members are told to be ready 60 minutes before pickup, and the driver may come to the door but not into the home.

### Your paperwork under the plan contracts

The plan checks you directly, not only through MTM:

Your agreement follows a model contract DOM approves. It must cover your pay, service area, trip standards, and an appeal and dispute process. If the plan defaults without curing it and your agreement ends, the agreement passes to DOM or its agent at the same rates. The plans must also line up bariatric capacity in each area, so tell MTM if you can carry heavier riders (see [bariatric transportation](https://nemtguide.com/guides/bariatric-transportation/)).

## Rideshare now counts as a basic vehicle on plan trips

Amendment 4 added a clause that matters to sedan companies. From July 1, 2026, the basic vehicle mode in all three plan contracts includes transportation network company rides for members who are ambulatory and need minimal assistance. The rideshare driver may use a private car but must meet every other condition the contract sets for a basic vehicle driver and vehicle. Gas mileage reimbursement now expressly excludes those rides.

State law allows for it. Section 41-55-71, as amended effective July 1, 2025, exempts rides for members who walk and need minimal help from the section's permit rules when a licensed [transportation network company](https://nemtguide.com/glossary/transportation-network-company/), or a contract carrier permitted under Section 77-7-49 and working under contract, provides them.

What stays with van companies is the work rideshare cannot take: wheelchair and stretcher trips in an enhanced vehicle, and riders who need more than minimal help. If most of your plan trips are sedan runs for members who walk, ask MTM how it plans to use rideshare on your routes.

## The MTM trip log in Mississippi

The trip log on MTM's Mississippi page is for members, not companies: the gas mileage reimbursement log for trips under the old fee-for-service program dated June 7, 2024 or earlier. Those logs were due within 60 days of the trip, so the window has closed. ## How to join MTM for Mississippi plan trips

MTM's onboarding runs in six steps, each with a network representative: the application, an interview, contracting, credentialing, training, and your first trip. Its 2025 application requires a state credential up front in states such as Kansas, Illinois, Texas, and Virginia, and asks for none in Mississippi.

The Department of Health step still needs an answer. Section 41-55-71 counts rides by health plans that contract with DOM as NEMT service, and its permit exemption is written for a company under contract with a broker "providing NEMT services for the Division of Medicaid."
