Modivcare, formerly LogistiCare, is the one broker for non-ambulance Medicaid rides in West Virginia. ## What Modivcare's 2026 West Virginia contract covers

Bids for the new contract opened October 15, 2025, and the Purchasing Division listed the award on February 24, 2026. Master agreement CMA 0511 BMS2600000003 makes Modivcare a full-risk broker: the Bureau for Medical Services pays it a set amount for each member each month, a [capitation](https://nemtguide.com/glossary/capitation/) rate, and every ride comes out of that money. The agreement runs February 22, 2026 to February 21, 2027, and it can be renewed up to five times, one year at a time, when both sides agree. Its price lines set a three-month implementation period to May 21, 2026, then nine months of per-member payments from May 22.

The state may waive the 5% limit for non-critical care when floods, heavy snow, or other widespread weather close roads.

### What the recovery ride program pays Modivcare

The award's optional recovery program lines list what the state pays Modivcare for each mile of those rides, from May 22, 2026 to February 21, 2027:

These are Modivcare's rates for the whole program, not yours, and your rate comes out of them. Modivcare's proposal says it groups riders headed to the same clinics, training sites, and recovery programs, and gives companies with multi-passenger vehicles those bundled assignments. ## Where Modivcare needs transportation companies in West Virginia

Modivcare's proposal of October 2, 2025 counts 104 credentialed providers with 379 vehicles across all 55 counties, a count that includes transit agencies, taxis, and independent drivers. It says it partners with 17 transit agencies and 11 behavioral health facilities that have their own vehicles, and it pays family and friends mileage to drive members. Chapter 524 has Modivcare use transit and [mileage reimbursement](https://nemtguide.com/glossary/mileage-reimbursement/) whenever they are cheaper and fit the rider, and it makes licensed behavioral health centers preferred providers for their own clients. The proposal says missed trips fell 93% from 2022 to 2025 after Modivcare helped new transportation companies form, added independent drivers and flat-rate vehicles, and used quick response teams. For recovery program rides, it still describes counties with low trip acceptance and frequent failed trips, and says it targets recruiting there after reviewing cancellations, provider density, and local transit county by county. ## How Modivcare assigns trips and pays in West Virginia

### Your rate

Chapter 524 lets Modivcare pay any way both sides agree to, including a sub-capitation, and the state sets no rate. Modivcare's proposal describes a fair market value model: it sorts counties into density groups to set rate ranges, collects operating cost data from providers, and adjusts rates from time to time. ### Who gets the trips

Your agreement guarantees no minimum number of trips. Modivcare's proposal says its scheduling system weighs cost, performance, and availability, and that your complaints, reroutes, and survey results change your share. Under its Champion Program, companies with strong on-time records, low costs, and few complaints get priority assignments and are matched with frequent riders, such as dialysis and behavioral health patients.

The proposal also says each company gets a monthly scorecard of late and missed trips, and a company over 5% gets a corrective action plan, which can bring retraining, ride-alongs, and sanctions. ### Getting paid

The state contract defines timely payment as 30 calendar days. Modivcare's proposal says it pays clean claims within 30 days of receipt and has averaged about 10 days. Its West Virginia manual says it pays by check or electronic transfer every two weeks, on a schedule posted on the Transportation Provider portal. It pays nothing for escorts or members' children, and it pays the undisputed part of an invoice while the rest is sorted out.

Submit your trips at least weekly. The proposal says more than 85% of West Virginia trips are fully digital, logged by GPS in Modivcare's driver app, and paper log booklets cover areas with no signal. ## Getting and staying credentialed in West Virginia

You contract with Modivcare, not with West Virginia Medicaid, and Chapter 524 requires its network to include any willing and qualified provider. Vans used only for Medicaid rides need no Public Service Commission certificate under W. Va. Code 24A-1-3(13), but PSC safety rules still apply. The steps:

1. **Send the provider form.** Use Become a Transportation Provider on Modivcare's website.
2. **Upload your documents.** Insurance, licenses, vehicle records, and driver files go to the Compliance and Credentialing Department at the Charleston office, by email or through an online system you can use from a phone or computer. List Modivcare as an interested party on your insurance so it learns of any lapse.
3. **Pass the field inspection.** Modivcare's field monitors inspect each vehicle before it carries riders and at least every six months after. Your State Police sticker, due every two years since January 1, 2024, does not replace that inspection.
4. **Sign and attend orientation.** Modivcare holds it at its offices, at your base, or by webinar.

Once you are in, Modivcare's proposal says its credentialing system warns you 60, 30, and 15 days before a document expires. Miss the deadline and your company stops getting trip assignments until every item is current. The proposal also says Modivcare checks your company and staff against the federal exclusion lists and West Virginia's Medicaid exclusion list every month. Minor lapses get a corrective action plan of 30 to 60 days, while fraud or a safety violation can mean immediate suspension or termination.

It holds provider meetings around the state, trains in five regions each year, and runs an Advisory Committee, meeting at least twice a year, that includes transportation companies. Both trip forms have a line for a requested provider, marked not guaranteed. Modivcare still assigns the trip, but a clinic that knows your company can name you. The standing order form lists dialysis, day support, adult daycare, behavioral health, substance abuse treatment, therapeutic day treatment, and supported employment, the repeat routes worth building around.

Chapter 524 requires a parent, guardian, or other authorized adult with any child under 16, while a 16 or 17 year old may ride alone with written consent. Modivcare's manual has you carry a minor's adult escort at no charge when it directs, and seat minors in the back. A member's third medical appointment in one day needs Modivcare's approval.
