# Modivcare in Maine: Regions, Contract Rules, and How to Join (2027)

Modivcare arranges MaineCare rides in six of Maine's eight regions from its South Portland office, and on August 4, 2026 the state's high court upheld its award for the two regions Penquis runs. To get its trips, send its provider form, pass its inspection, and sign its service agreement. Maine's 2023 bid also requires an audio and video camera and at least $400,000 of auto coverage in each vehicle.

- Modivcare runs MaineCare rides everywhere but Kennebec, Somerset, Piscataquis, and most of Penobscot County, and it holds the court-upheld award for those four as well.

Modivcare Solutions, LLC, formerly LogistiCare, has arranged MaineCare rides since 2013, when it opened its first Maine office in Kennebunk for Region 8. It now works from South Portland, where it books rides, checks each one against MaineCare's covered services, and sends it to a transportation company or taxi, a rideshare, a bus pass, or a family driver paid by the mile. ## Which Maine regions Modivcare covers

The state's broker list, updated July 1, 2026, names Modivcare for 12 of Maine's 16 counties plus the town of Patten. Modivcare's own Maine pages sort them into six regions, each with a ride line and a Ride Assist line for late rides and [will-call](https://nemtguide.com/glossary/will-call-trip/) returns:

Modivcare's 2023 MaineCare member brochure lists the Ride Assist lines, and its June 2026 guide for Region 5 facilities gives 1-877-659-1308 for delayed rides there. ### The four counties still with Penquis

On the same list, Penquis CAP still arranges rides in Kennebec, Somerset, Piscataquis, and Penobscot County outside Patten. Maine awarded those two regions, 3 and 4, to Modivcare in 2023, and the state's high court upheld the awards and lifted its stay on August 4, 2026 (2026 ME 79). The state had extended Penquis's agreements through December 31, 2026 while the case was pending, and its provider bulletins had named no switch date by late September 2026.

## What Maine pays Modivcare, and the least it can pay you

Maine pays Modivcare a set amount for each member each month, a [capitation](https://nemtguide.com/glossary/capitation/) rate that an independent actuary sets under federal rules, Deloitte as of September 2025. Every ride, mileage check, meal, and hotel night comes out of that money, and Modivcare keeps or loses the difference. DHHS said in its 2023 bid answers that rates come out in late April or early May for the fiscal year starting July 1, and that a broker cannot propose or change them.

The state's agreements for July 1, 2025 to June 30, 2026 are numbered by region, and they show how much money each region carries:

Modivcare's five regions came to $42,918,549 that year. It added Region 5 on July 1, 2026, and it holds the awards for Regions 3 and 4.

### The rate floor in Maine's bid

Maine's 2023 bid, RFP 202303047, which Modivcare won in all eight regions, sets the least a broker may pay per mile:

Above the floor, the broker negotiates each company's rate, by competitive bidding or other means, and must keep rates high enough that its network can serve every member. In its 2023 proposal, as the state's evaluators recorded it, Modivcare said it pays above these floors to reward high-performing companies. The bid also backs your invoices. Modivcare must post a payment bond in each region worth at least 10 percent of what it expects to pay transportation companies there in a year, and the bond covers late payments to them if it cannot pay. A late invoice from Modivcare to the state does not excuse it from paying you.

## Vehicle and insurance rules in Modivcare's Maine network

Maine's 2023 bid puts these rules on every vehicle a company runs under a service agreement with the broker, on top of the state registration and inspection:

The insurance line costs small fleets the most. State law asks only $125,000 for a vehicle with up to 3 seats behind the driver and $300,000 for 4 to 7, so a sedan or minivan needs a bigger policy for Modivcare's trips than the Bureau of Motor Vehicles requires. ### Cameras in every vehicle

DHHS confirmed in its June 2023 bid answers that the camera rule already applied, and that volunteers, members or family who drive, ambulances, public transit, and tribal vehicles are exempt. It does not collect the footage. It also said cameras are not a separate part of rate setting, so build their cost into the rate you ask for. ### Modivcare's own inspection

Modivcare's 2023 proposal says it inspects each vehicle before it signs a company and at least once a year after, and that it checks cameras in both its random and yearly inspections. As the state's evaluators summed it up, the proposal describes a green sticker for a pass, yellow for a conditional pass, and red for a serious violation that keeps the vehicle off MaineCare trips. The bid also has the broker spot check at least two drivers from two different companies every month, and it keeps an unsafe vehicle out of service until the broker finds it fixed.

For drivers, Section 113's record and background rules apply, as the Maine guide explains. DHHS added two answers in 2023: brokers may use drivers who hold a valid license from a neighboring state, and a driver's first CPR course must be in person, while later renewals may be online.

## How to join Modivcare in Maine

1. **Check your county's broker** on the state's list. Outside the four Penquis counties, Modivcare is the broker today.
2. **Set up the Maine basics.** Form your company, register each vehicle for hire, and pass the state inspection, as the [Maine guide](https://nemtguide.com/states/maine/) explains.
3. **Price the Maine extras.** Get quotes for cameras, a $400,000 auto policy, and the safety kit before you buy or lease a vehicle.
4. **Send the Become a Transportation Provider form** on Modivcare's website.
5. **Get credentialed.** Modivcare's Maine facility presentation, last updated in 2014 under the LogistiCare name, lists three steps: a review of your finances and references, a review of your safety procedures and driver background checks, and a site visit to inspect vehicles and drivers. Have your operations manual, certificate of insurance, background check records, vehicle list with recent maintenance, and driver's and business licenses ready. Its 2023 proposal says companies and drivers upload documents by phone and get a warning before one expires.
6. **Sign the service agreement.** The bid has the broker send every company contract to DHHS for review and approval. DHHS said in 2023 that companies need no state-issued Medicaid ID for these trips.
7. **Attend orientation.** The bid requires an in-person or online session on the broker's short operations manual, vehicle rules, accidents and breakdowns, timeliness, driver qualifications, how trips are assigned, how you get paid, record keeping, and complaints.

## How Modivcare hands out and checks Maine trips

### Getting trips

Modivcare's Maine facility presentation says trips go out by routing criteria that include each company's compliance record. A clinic may ask for a preferred company, and Modivcare notes the request and tries to honor it when that company is in its network, with no guarantee. So the clinics near your base are your best sales calls.

The steadiest work is a [standing order](https://nemtguide.com/guides/nemt-standing-orders/). Modivcare's Maine standing order form covers rides at least one day a week for at least 90 days. A treating provider or case manager fills it out and faxes it to 1-877-637-9091 at least 2 business days before the first ride. It lists dialysis, chemotherapy and radiation, day support, supported employment, physical rehabilitation, counseling, therapy, case management, and substance use treatment, and it records whether the rider can sign the driver's log and whether the rider can be left alone. Nursing homes are a different customer. Section 113 leaves out rides for nursing facility residents unless DHHS approves the facility's written request, and Modivcare's Maine presentation says skilled nursing facilities must provide their residents' transportation. ### Scorecards and trips you give back

Modivcare's 2023 proposal describes online scorecards graded A+ to F on no-shows, complaints, on-time percentage, and trips sent back to Modivcare. Low performers get weekly meetings, then a performance improvement plan, then a [corrective action plan](https://nemtguide.com/glossary/corrective-action-plan/). If you cannot run an assigned trip, the facility presentation asks you to tell Modivcare 48 hours before the date of service. Report every rider no-show, as the bid requires. Under Modivcare's MaineCare no-show policy, updated March 2026, a rider who refuses the ride, is not ready and did not call, or cancels less than 24 hours ahead can be marked a no-show. Three in 60 days limit that rider to mileage or bus passes for 90 days.

### Modivcare's own vans

Modivcare drives some Maine riders itself. Its 2014 presentation called Maine the only state where it kept a small fleet of recovery vehicles. In 2022 its employees and vehicles covered 9,000 trips after transportation companies failed to show, and its 2023 proposal said it had bought 15 vehicles and would hire drivers for long trips and recovery trips.

The bid limits trips on the broker's own vehicles to 25 percent a month without DHHS approval, and it bars the broker from favoring itself when it assigns trips. In 2023, DHHS put the share in Modivcare's regions at 1.2 percent.

### A seat at the table

The bid requires a NET advisory committee in each region, meeting at least every six months, with at least one representative from every company under contract. Its 2023 proposal said it combined the meetings for Regions 1 and 2 and for Regions 6 and 8, while Region 7 had its own. If Modivcare ends your agreement, the bid requires it to tell you the reason in writing.

## Where Modivcare's Maine network is thin

The state's evaluators recorded these network figures and plans from Modivcare's 2023 proposal:

A handful of companies carrying all of Aroostook or Downeast Maine leaves room for a new wheelchair or ambulatory company there. Modivcare also pays the Houlton Band of Maliseets and the Passamaquoddy an enhanced mileage rate to drive their own members, which had covered more than 9,000 trips and $50,000 by 2023. The bid requires the broker to sign any federally recognized tribe in its region that wants to give rides and meets the rules.

## How Modivcare's Maine regions performed in 2026

The state's quarterly report shows Modivcare's monthly averages against its contract:

1. **Call the South Portland office at 1-866-356-8101.** Ask which regions and service levels need companies most, and whether the Penquis counties are hiring ahead of the switch.
2. **Price the camera and the $400,000 policy** for each vehicle before you commit to one.
3. **Send the provider form,** then gather your operations manual, insurance certificate, and driver files for the site visit.
4. **Visit dialysis centers, day programs, and treatment clinics** near your base, since their standing order requests can name your company.
