# How to Become a MediDrive Transportation Provider in 2027

To become a MediDrive provider, enroll with Health First Colorado as a NEMT provider first. Then send one application per company on MediDrive's Colorado provider page, under your exact enrolled name and NPI, and pass credentialing for every driver and vehicle. MediDrive has run Denver metro Medicaid rides since July 1, 2026, and Colorado plans to move every county to it on January 1, 2027.

- You must be enrolled with Health First Colorado as a NEMT provider before MediDrive can contract with you.
- Contract under the exact business name and NPI or Medicaid ID you enrolled with. HCPF says not to use a DBA name.
- From January 1, 2027, the date HCPF has named, trips in all 64 counties go only to companies with a MediDrive contract.
- Colorado's new NEMT law requires two-way video cameras, but not for fleets of five or fewer vehicles. HCPF's May 2026 memo told every company to buy cameras, so confirm with MediDrive in writing.
- MediDrive files the claims for its network, and its Colorado page lists bi-weekly payouts.

MediDrive, LLC is the statewide NEMT broker that the Colorado Department of Health Care Policy and Financing (HCPF) chose for Health First Colorado, the state's Medicaid program. HCPF gives MediDrive the whole job: provider credentialing, network management, trip scheduling, dispatch to providers, trip verification, and provider payment. Colorado law bars the broker from owning, operating, or controlling a NEMT provider in the state.

So for a Colorado NEMT company, a MediDrive contract decides whether you get Medicaid trips at all. From the statewide go-live date, a company without one stays enrolled with Health First Colorado but gets no trips and cannot bill for them.

## Where MediDrive runs Medicaid rides

HCPF is moving to MediDrive in two phases, as of September 2026:

HCPF's earlier notices said fall 2026 for phase 2, and its memo says HCPF will confirm the go-live date. Until then, companies in the 55 counties keep receiving trip requests, verifying them under HCPF OM 25-066, and billing HCPF directly. HCPF plans to move all 55 counties on the same day. The state claims system sets billing rights by the county of a provider's service location, so it cannot split one company's billing between broker and direct claims.

MediDrive books rides for members by phone at 855-489-4999 (TTY 711), online, or in its member app. Its Colorado network covers ambulatory cars and vans, wheelchair vans, stretcher vans, transit passes, and ambulances. ## Who can contract with MediDrive now

Your path depends on where your company is based and whether you are already enrolled. From HCPF's May 7, 2026 memo, OM 26-029, and its July and August 2026 bulletins:

### The enrollment pause

HCPF has paused new NEMT provider enrollments since October 1, 2023, and extended the pause through September 30, 2026. HCPF's notice for its September 15, 2026 webinar pointed to an October 1, 2026 enrollment date, ahead of the January 1, 2027 statewide date. The pause covers new enrollments only. ## How to join MediDrive, step by step

For a new company, OM 26-029 lays out this order:

1. **Enroll with HCPF** as NEMT provider type 73, once enrollment reopens. MediDrive asks for your Health First Colorado Medicaid ID and NPI, so get both first. See [how to get an NPI number for NEMT](https://nemtguide.com/guides/how-to-get-an-npi-number-for-nemt/).
2. **Apply to MediDrive** at medidrive.com/providers/join/company?state=CO. Send only one application per company, under the exact business name and NPI or Medicaid ID you enrolled with, and never a DBA name. The seven-step form covers your operating state, company, contacts, fleet, service area, and hours. The company step asks for your business name, EIN, business email and phone, physical and mailing addresses, and whether you already dispatch with a trip management system. Your Medicaid ID, website, and business license number are optional there.
3. **Upload your company, driver, and vehicle files.** MediDrive credentials the company, every driver, and every vehicle. The lists are in the next section.
4. **Get your roster loaded.** MediDrive loads your drivers and vehicles into its scheduling system.
5. **Connect your vehicles.** MediDrive works with you to link each driver's or vehicle's device to its trip system. HCPF calls a company whose tablets are linked "integrated."
6. **Start taking trips** on the schedule for your phase.

MediDrive contacts you after you apply to finish the contract. Companies already in the Transdev network check their rosters in ProCredEx first, then fill in only company information, since HCPF transfers their rosters. ## What MediDrive requires

These lists combine HCPF's memo of May 7, 2026 and MediDrive's Colorado provider page as of September 2026:

Ambulance companies certified or licensed by the Colorado Department of Public Health and Environment do not need driver and vehicle rosters. Keep insurance active the whole time you are enrolled.

MediDrive lists these auto liability minimums, citing Colorado rule 10 CCR 2505-10 8.014.3.b.6.e. The insurance carrier must be rated A or better.

MediDrive also asks drivers to keep recording devices, restraints, and GPS working on every trip, arrive within the pickup window, finish every trip they accept, report incidents right away, and give door-to-door help to members with limited mobility. ## Tablets, cameras, and Colorado's 2026 NEMT law

HB26-1328 was signed June 4, 2026 and took effect July 1, 2026. It rewrote Colorado's NEMT rules around the broker. The parts a provider feels most:

| Cameras | Vehicles must have two-way video dash cameras and a recording system that captures pickups and drop-offs. This does not apply to companies with five or fewer vehicles. Video is not needed for billing but may be used in audits. |
| Software | The broker must give every provider the software for its program and may not charge for licensing, setup, upkeep, upgrades, or training. |
| Training | The broker must train providers and give technical support at least 90 days before a region goes live. HCPF must share a communication toolkit on the same timeline. |
| Your business | The broker may not limit how many vehicles you use or where and what services you run. You keep sole control of driver schedules and dispatch. |
| Trip caps | HCPF must adopt rules that ban trip caps and market share limits, except as part of a corrective action plan after written notice. |
| Trip rules | The broker's trip assignment rules need HCPF approval, and HCPF posts them online. |
| Rider choice | Once every region is live, members may ask for a specific provider, and the broker may not steer them away. |
| Backup rides | A transportation network company may take a trip only when no enrolled provider can. |
| Payment | HCPF may not deny payment only because broker or state information turned out wrong, if you had no way to know and followed the rules. Federal rules can still require a take-back if the member was not eligible. |
| Advisory board | The broker must set up a transportation community advisory board, and 40 percent of its members must be providers with hands-on NEMT experience. |

Licensed ambulance services are exempt from the broker section of the law. Budget for the equipment now. HCPF's May memo told every company to buy tablets and video and audio cameras that work with MediDrive's systems, and MediDrive supplies only the software, not the hardware. The law's camera section exempts fleets of five or fewer, but it also lets the broker add its own safety rules. ## How MediDrive assigns trips and pays

OM 26-029 describes the trip flow:

1. A member asks for a ride through the MediDrive app, the online portal, or the call center.
2. MediDrive confirms the member's identity and checks that the trip qualifies: the least costly and nearest available service, to a covered service, for a member with no other way to get there.
3. MediDrive offers the trip to a provider with availability at the appointment time.
4. You accept it and assign a driver and vehicle through your own dispatch.

Once you are in the network, MediDrive submits the claims and checks each member's eligibility for your trips. MediDrive's provider portal is at tp.medidrive.com. MediDrive's Colorado page lists bi-weekly payouts, as of September 2026.

HCPF says NEMT rates are on its fee schedule. HCPF cut all of these rates on July 1, 2026:

Companies in the 55 counties can bill HCPF for trips before statewide go-live, but not for any trip on or after it. Plan your last direct claims, and see when your state changes NEMT brokers for a full switch checklist.

### Do I need to be a Health First Colorado provider before I join MediDrive?

Yes. HCPF's May 7, 2026 memo sets the order for new companies: enroll with HCPF as NEMT provider type 73, and after HCPF approves you, contract with MediDrive. MediDrive then credentials your company, drivers, and vehicles, loads your roster, and connects your vehicles to its trip system. ### When does MediDrive take over NEMT in the rest of Colorado?

### Is there a deadline to contract with MediDrive?

No hard deadline, according to HCPF's memo. But a company without a completed MediDrive contract gets no trips, and after statewide go-live it cannot bill HCPF directly for any trip. You stay enrolled with Health First Colorado either way. HCPF also says there is no cap on how many qualified companies can contract.

### Do I need video cameras to work with MediDrive?

Yes. MediDrive's Colorado page says it does not require exclusivity, so you can keep serving your own clients. Colorado law also bars the broker from limiting how many vehicles you use or where and what types of service you run.
