# Coordinated Transportation Solutions in Massachusetts: Senior Care Options and One Care Plan Rides (2027)

Coordinated Transportation Solutions (CTS) books rides in Massachusetts for dual eligible health plans, not for regular MassHealth rides. As of October 2026, it serves CCA Senior Care Options and One Care, Fallon Health NaviCare, Mass General Brigham SCO and One Care, and Tufts Health One Care. To get those trips, plate your vehicles as livery, then send CTS its provider request form.

- In Massachusetts, CTS books rides for six dual eligible plans: CCA's SCO and One Care, Fallon NaviCare, Mass General Brigham's SCO and One Care, and Tufts Health One Care.
- Regular MassHealth members ride through MART and GATRA, so a company that wants both groups of riders in its towns needs one of those brokers as well as CTS.
- CCA pays for a ride only when CTS arranges it, booked 72 hours ahead, not counting the day of booking.
- Since January 1, 2026, SCO members must have Medicare Parts A and B, and members without Medicare moved to MassHealth fee-for-service.

Coordinated Transportation Solutions (CTS), a nonprofit based in Trumbull, Connecticut, books rides in Massachusetts for health plans, not for regular MassHealth rides. Most MassHealth members get rides from the state's two Human Service Transportation brokers, [MART](https://nemtguide.com/brokers/mart/) and [GATRA](https://nemtguide.com/brokers/gatra/), after a medical provider sends a PT-1 request; the [Massachusetts guide](https://nemtguide.com/states/massachusetts/) covers that system and the state's licensing. MassHealth tells members of One Care, Senior Care Options (SCO), and PACE plans to call their plan for rides instead, and that plan work is where CTS comes in.

## Which Massachusetts plans send rides to CTS

SCO and One Care plans cover people who have both MassHealth and Medicare, known as [dual eligible](https://nemtguide.com/glossary/dual-eligible/) members, in one plan. Each is a kind of [dual special needs plan](https://nemtguide.com/glossary/dual-special-needs-plan/):

- **Senior Care Options.** For people 65 and older with MassHealth Standard and Medicare Parts A and B who live at home or in a long-term care facility, by MassHealth's eligibility page. Nursing home residents in SCO get their rides through the plan.
- **One Care.** For people 21 to 64 with a disability who have MassHealth Standard or CommonHealth and Medicare Parts A and B.

As of October 2026, these six plans send their members' rides to CTS, by the state's SCO list (updated March 24, 2026), its One Care list (updated January 14, 2026), and each plan's own 2026 or 2027 documents:

CTS's 2025 annual report says its partnership with Mass General Brigham began in December 2025, and both Mass General Brigham plans' 2027 notices of change name CTS again. Fallon's NaviCare page, updated October 1, 2026, names CTS for 2027 as well.

### Tufts Health Plan SCO: check before you count on it

The state's SCO list names CTS as the transportation benefit manager for Tufts Health Plan Senior Care Options. The plan's own 2026 Member Handbook tells members to book both medical and non-medical rides with Modivcare at 855-251-7092, the Tufts line on Modivcare's Massachusetts page. In 2026, Tufts raised that plan's non-medical rides from two round trips a month to four, with a limit of 20 miles each way, by its 2026 notice of change. Ask Tufts and CTS which broker carries these trips before you plan vans around them.

### SCO and One Care plans that use other brokers

The same state lists send the other plans elsewhere. UnitedHealthcare's SCO plan uses [SafeRide Health](https://nemtguide.com/brokers/saferide-health/). Senior Whole Health's SCO plan, Molina One Care, and UnitedHealthcare Connected, a One Care plan, use [Modivcare](https://nemtguide.com/brokers/modivcare/). ## Where CTS has plan riders, county by county

By the six plans' 2026 service areas on the state's lists, every Massachusetts county has at least one CTS plan, and the six counties from the North Shore through Greater Boston to the South Coast have all six:

On Martha's Vineyard and Nantucket, Mass General Brigham's plans are the only ones that use CTS, and their 2026 SCO handbook lists ferry rides among its covered ride types. Fallon's 2027 handbook keeps NaviCare in the same 12 counties for 2027.

## What each plan covers and how far ahead riders book

Each plan sets its own booking notice and trip limits, and those rules decide when trips reach your schedule:

- **CCA (SCO and One Care).** CCA's transportation guideline, MNG 101, effective January 1, 2026, covers a ride only when CTS arranges it, booked 72 hours ahead, not counting the day of booking. CCA's 2026 and 2027 benefits pages list unlimited medical rides within 50 miles, and medical rides over 50 miles from the pickup need prior authorization. Non-medical rides stop at 50 miles and 10 trips a month, and CCA's SCO benefits page makes them part of its chronic illness benefit, for members who qualify. Members going to the same area at the same time must share a ride when CCA, the broker, the transportation company, or the medical provider arranges one. Rides are generally [curb to curb](https://nemtguide.com/glossary/curb-to-curb/), except ambulance, and CCA does not pay for a ride to care within 0.75 mile of home for a member who walks freely. - **Fallon Health NaviCare.** Unlimited rides to medical appointments, 48 one-way rides a year to pharmacies (no more than four a month), and, for members who qualify under its chronic illness program, 100 one-way rides a year for errands and visits. Members book through CTS at least 2 business days ahead, during business hours. Rides stay within 30 miles of the pickup, by its 2027 handbook, and the NaviCare page lists the same ride benefits for 2026 and 2027.
- **Mass General Brigham SCO and One Care.** The 2026 SCO handbook lists nonemergency ambulance, taxi and livery, rideshare, wheelchair accessible vehicles, stretcher vans, and ferry. Non-medical rides are two round trips or four one-way trips a month, up to 50 miles each way. For 2027, the SCO plan offers non-medical rides to members approved for its chronic illness benefit, though others may qualify through their care plan. One Care allows two round trips a month in 2027, and only when the rides are written into the member's care plan.
- **Tufts Health One Care.** Members book 48 hours ahead, and CTS calls the night before to remind them. Same-day rides can be booked for follow-up visits, hospital admissions and discharges, outpatient surgery, new conditions, and urgent care. Members are asked to be at the pickup 10 to 15 minutes early, and drivers call when they arrive, by its 2026 handbook.

## How CTS fits next to MART and GATRA

A Massachusetts company can carry MassHealth riders through MART or GATRA and plan riders through CTS at the same time. CTS's provider request form asks which brokers you already work with, and MART and GATRA are two of its choices, next to MTM and Modivcare.

The line between them moved on January 1, 2026. A change to state law (M.G.L. chapter 118E, section 9D) now requires every SCO member to have Medicare Parts A and B as well as MassHealth Standard, and members with MassHealth Standard alone moved to MassHealth fee-for-service. As MassHealth Standard members outside a plan, they get rides through MART or GATRA when they qualify and a medical provider sends a PT-1. If you drove SCO members without Medicare in 2025, those trips now come from the HST broker for their town.

## How to join CTS for Massachusetts trips

1. **Register your company.** CTS asks for a certificate of good standing from the state where you work, or proof you are registered to do business there. In Massachusetts that comes from the Secretary of the Commonwealth; the Massachusetts guide has the fees.
2. **Plate every for-hire vehicle as livery.** Under 540 CMR 2.05, a vehicle built for 15 or fewer people, driver included, that carries riders for hire or on booked trips displays an RMV Livery plate. 3. **Ask your city or town about a local license.** M.G.L. chapter 40, section 22 lets a city or town regulate vehicles used there and charge a yearly fee for each license. CTS requires every vehicle to meet local rules, so ask the clerk in each city or town where your vehicles are used.
4. **Insure and screen.** CTS requires commercial general liability, commercial auto, and workers' compensation, OIG and SAM checks on your employees, and driving record and criminal background checks on your drivers. 5. **Send the request form.** Mark MART or GATRA if you already drive for either, and read the Pupil plate rule below before you say yes to student trips. CTS says someone contacts you promptly after it arrives.
6. **Finish CTS training** with the password CTS staff give you.

## Other CTS work in Massachusetts

CTS's 2025 annual report lists Massachusetts partners beyond the health plans: Lowell Public Schools, the Executive Office of the Trial Court, the Executive Office of Housing and Livable Communities, and Eliot Community Human Services. Student trips follow their own vehicle rules: under 540 CMR 2.05, a vehicle that carries school pupils under M.G.L. chapter 90, section 7D displays a Pupil plate instead of a Livery plate.
